Here it is July and we are no closer to shutting down the inhumane and unsafe carriage trade than we were one year ago. All we have are empty promises. Please contact your council member and ask him or her to support a bill to ban horse-drawn carriages. CALL THEM. Do not e-mail or fax. These methods of communication are likely to be deleted. Calls have much more impact and are less likely to be forgotten.

BRUTAL WEATHER HITS NYC
NYPD suspends hack line at 90 degrees - Driver ignores law
The law states that the horses are to be taken back to their stable when the temperature hits 90 degrees. The drivers are directed to do so by the NYPD. It used to be the ASPCA. There is no consideration for humidity. Therefore, the temperature can read 89 degrees but feel like 95 with humidity factored in and it is tough luck for the horses. Several years ago, the Carriage Drivers tried to get the Department of Health to change the regulations so they could be self regulating and monitor the weather themselves. Fortunately, this was not seriously considered.

Christina Hansen is the spokesperson for the carriage trade and she will try to spin this incident to her favor, which will be difficult to do. Regardless of all the excuses she makes - the truth is she did not do what was in the horse's best interest. The law unfortunately allows a driver to continue with their ride if they have already started it when there is a suspension. But the standard loop around the park is only 20 minutes. She could have told her customers that it was too hot to work her horse - or she could have limited the ride to 20 minutes instead of 90 minutes. But greed won out. "ABUSER?" if the shoe fits, Christina, if the shoe fits.

ANOTHER DRIVER VIOLATES ADVERSE WEATHER LAW

An activist took this picture of a carriage out in a torrential downpour at the hack line - Thursday July 3rd. Unfortunately, the person did not document the license plate number or apparently call the NYPD. I am sure the driver was snug in his carriage while the horse was getting drenched and his leather equipment getting heavy and water logged. He did not even cover him with a rain sheet. While some horses enjoy the rain, this horse had no choice. This is inhumane. This is the law -- print this out and carry it with you. Call 911 if you see a violation. NOT 311. it gets you nowhere. The 911 operator will route the call so do not worry about interfering with violent crimes.
  • LAWS ABOUT ADVERSE WEATHER CONDITIONS: NYC Administrative Code - � 17-330 Regulations -
  • o.4. If the temperature exceeds the limits set by this subdivision during the course of a particular ride, at the ride's conclusion, but no later than one-half hour after the temperature exceeds these limits, the operator must immediately cease working, move the horse to an area of shelter, where available, rest the horse and then walk it directly to its stable. All horses so returned to their stable must be unbridled and unharnessed and remain at the stable for at least one hour, and thereafter, until such time as the weather conditions shall once again reach acceptable limits.
  • Chapter 4 - NYC Charter: � 4-05. Working Conditions.(b) Environment. (1) Owners shall not allow a horse to be worked on a public highway, path or street during adverse weather or other conditions which are a threat to the health or safety of the horse and the public. Adverse weather conditions shall include but not be restricted to snow, ice, heavy rain or other slippery conditions. A horse being worked when such conditions develop shall be returned to the stable by the most direct route as soon as practicable.
If a Policeman gives you a hard time and says he does not know the regulations and it is not his job - ask to speak with his Supervisor and show him this law. Tell him that since January 1, 2014, the NYPD has been responsible for enforcing the Administration Code and NYC Charter regulations that concern carriage horses.

Where was the mayor's office? Where was the NYPD.? They took over humane law enforcement from the ASPCA in January but the only law they attempt to enforce is the temperature law. They ignore everything else. The mayor's office has been notified of this problem but they choose to look the other way. Nothing new there.

DAILY NEWS MAKES EXCUSES FOR LAW BREAKING DRIVER

Does anyone still believe the Daily News? I guess they felt compelled to run the story about carriage driver and industry spokesperson Christina Hansen working her horse 90 minutes after the NYPD suspended the hack line. This is the link.

The article states: "Carriage driver and industry spokesperson Christina Hansen is seen ... operating her horse carriage at 1:54 p.m. yesterday," the NYCLASS spokesman said. But hold your horses: City rules allow a driver already engaged with customers to complete the ride. The driver has 30 minutes afterward to return to the stables. Hansen was returning from a ride that started as the suspension was declared, an industry spokesman said, calling the video "misleading."

No Daily News - You hold your horses and stop the yellow journalism - it is tiresome. This is the law: � 17-330 Regulations. o. 4. Hansen had two choices when she saw how hot it was. She could have respected her horse and told her customers that she had to stop working - or she could have just offered them the 20 minute ride -- not 90 minutes as she did. She was wrong and the Daily News is wrong.

ACCIDENT DU JOUR - SKATEBOARDER SPOOKS CARRIAGE HORSE IN HOLLAND, MI

July 4, 2014 - Carriage horse breaks loose in Holland, 2 people injured Two people were injured and a car was damaged after police say a skateboarder spooked a horse. Holland's city website features a smiling couple and their young child in a horse drawn carriage, just like another family on Thursday night. The situation became dangerous, though, when the horse was scared. "He was kicking his feet up in the air," says Jim Smith, who witnessed the incident. Smith also saw the 19-year-old driver desperately try to stop the horse, "trying to pull on the reins, trying to get it back, talking. I couldn't hear what she was saying, but she was trying to get him under control." However, the eight-year-old horse named Bullet broke free. Witnesses say the horse and carriage had only traveled about a block on 8th Street when something spooked the animal. Police say a skateboarder had fallen in front of the horse's path and the animal took off.
