    Help us report carriage driver violations
    uturn These are some of the videos activists have captured that show clear violations in the NYC carriage trade. For the record, they all have been reported to the ASPCA, Department of Health and Department of Consumer Affairs. The ASPCA officers cannot ticket for a violation that they did not personally see. OVERLOADING is a big problem. The Administrative Code prohibits more than four adults in the carriage. Yet some drivers continue to ignore this law as evidenced in these videos. The law is cited in the Administrative Code under the Department of Consumer Affairs - Section 20-372 Definitions: 5. "Horse drawn cab" shall mean a horse drawn vehicle operating for hire, so designed and constructed to comfortably seat not more than four adults, or two adults and four children, each of whom is under twelve years of age, or three adults and two children, each of whom is under twelve years of age, in the interior thereof. Here are three.

    • This is carriage #1059, whose principle owners are Douglas Philip and Gerald Flanagan. We do not know who was driving.

    • This carriage is #1116, owned by Rosario Lucio Fucarino. We do not know who was driving.

    • Although this video appears distorted, you can easily see the five adults who intended to go into the carriage until they were reprimanded by an activist. Notice how the driver yells at her. This is carriage # 1063 whose principle owner is Luigi Gattuso. We do not know who was driving.

    U-TURNS are also a big problem - especially in a congested city like NY.

    • Drivers typically make an illegal u-turn on Central Park South as shown here . This is where Oreo, a NYC carriage horse, spooked and bolted last year as her driver was trying to make the u-turn. The carriage is #1034 and the horse is #3519.
    Please note that this video was taken on July 1, 2012 and the horse's hoof number, which clearly shows, is #3519. Yet, the horse does not show up in my Horse Disposition Report. I received lists of horses in the system from the Department of Health, which are listed in the report -- dated 4/24/12; 12/17/12 and 4/30/13. They represent "snap shots" of the status quo the day the report was run. It is not a running tally. So clearly, this horse is no longer in the system and his license was not renewed between 4/24/12 and 12/17/12. The carriage is owned by Eli Carriage whose principal is Eli Melech Harel I wonder if Mr. Harel would care to tell us what happened go horse #3519.

    If you see anything you think might be a violation, please photograph or video tape it for us. It helps if your camera is date and time stamped. Always let us know more information - such as the carriage license number if it does not show; the exact location of the violation - i.e., Central Park South off Sixth Avenue; and the time of the occurrence.     BILL TO BAN HORSE-DRAWN CARRIAGES IN NYS LEGISLATURE
    Please make calls - Bill Numbers: S667 and A997 + Sign the petition
    The only bill to support in the campaign to ban horse-drawn carriages in NYC is the Avella/Rosenthal bill in the State Legislature. It is a pure ban. There are no strings attached. This is a link to a petition we have on change. org. Please sign it if you have not done so already.
