WEATHER RESTRICTIONS FOR CARRIAGE HORSES
What you can do - Know the law
rain horse HOT WEATHER: Summer officially begins on June 21st but already NYC has experienced very hot and humid weather when the carriage horses were suspended from working. This is the law, which you can see here. � 17-330 Regulations - o.2. Carriage horses shall not be worked whenever the air temperature is 90 degrees fahrenheit or above. 3. For purposes of this subdivision, temperatures shall be those measured by a state-of-the-art thermometer, as determined by the commissioner, as measured by the commissioner or his or her designee at street level at one of the stands designated pursuant to section 19-174 of the code. Please note that humidity is not a consideration in the regulations.

What this means is that the ASPCA Humane Law Officers are the "designees" who will determine the temperature measured by a special thermometer, which only the Officers have. When it is expected to hit 90 degrees, the officer is generally at the hack line ready to take the temperature. When it reaches 90 on his thermometer, he suspends the trade for the day and the drivers are instructed to go back to their stables.

If you know it is at least 90 Degrees and see no officers on site, please call the ASPCA at 212-876-7700 - ext. 4450. If you do not get an answer, call back and dial 0 and ask to speak with someone. HEAVY RAIN: Title 24 - DoH - � 4-05. Working Conditions. (b) Environment. (1) Owners shall not allow a horse to be worked on a public highway, path or street during adverse weather or other conditions which are a threat to the health or safety of the horse and the public. Adverse weather conditions shall include but not be restricted to snow, ice, heavy rain or other slippery conditions. A horse being worked when such conditions develop shall be returned to the stable by the most direct route as soon as practicable.

In this instance, the ASPCA officers are not required to order the driver back to the stable. The driver is supposed to do so on his own honor and volition. If you see a violation of this regulation, please call the ASPCA at 212-876-7700 - x 4450 - or dial 0 for operator. ALWAYS TAKE PICTURES and record the license number of the carriages that are disobeying the law and their exact location.

BILL TO BAN HORSE-DRAWN CARRIAGES IN NYS LEGISLATURE
Please make calls - Bill Numbers: S667 and A997 + Sign the petition
The only bill to support in the campaign to ban horse-drawn carriages in NYC is the Avella/Rosenthal bill in the State Legislature. It is a pure ban. There are no strings attached. This is a link to a petition we have on change. org. Please sign it if you have not done so already.
