INADEQUATE STALL SIZES FOR CARRIAGE HORSES

Carriage horses in NYC are a combination of draft breeds and standardbreds. Drafts can weigh over 2,000 pounds. The average carriage horse weighs between approximately 1,500 to 2,000 pounds. We have sometimes seen petite horses who should never have been tied to a carriage. NYC's carriage horses do not live in Central Park as some mistakenly believe. Instead they live in four stables on the far west side of Manhattan - the furthest about two miles from Central Park. None of the stables offer turnout to pasture and they all have small stalls. Legal - but inadequate.
The New York State Horse Health Assurance Program (NYSHHAP) is a voluntary certification program that is part of New York State Department of Agriculture's Division of Animal Industry. NYSHHAP is designed to promote and teach a pro-active approach (or "an ounce of prevention" theory) to equine health, care, and welfare through the use of certain "best management practices" or standards. The NYC carriage trade does not belong to this program.
NYSHHAP (and other experts) recommends a stall size of 12 feet by 12 feet (144 square feet.) for an average horse and 14 feet by 14 feet (196 square feet. ) for a draft horse. Although horses do often sleep standing up, they also need the opportunity to go into deep REM sleep with the space to stretch their limbs to the fullest extent - hence the recommended sizes.
The NYC carriage stables do not have this kind of space. In 2010, a law was passed (with industry input) that increased the minimum size of stalls from a mere 48 square feet to 60 square feet . - a far cry from the 144 square feet they should at least have. This new law was supported by the Council Speaker and lauded as being a big improvement for the horses. It is so sad for the horses that they have no advocates in government.
When uninformed people - and this includes journalists - ask the trade about stall sizes, they are told disingenuously that all the stalls are "box stalls." This is simply a configuration and says nothing about size. So the horses continue to live in stalls that are much too small, with no turnout to pasture, and our legislators continue to look the other way. (the horse shown in this picture taken from a NYC stable clearly shows a small stall. Yes, he is lying down, but he would be hard pressed to stretch out fully. )

The only bill to support in the campaign to ban horse-drawn carriages in NYC is the Avella/Rosenthal bill in the State Legislature. It is a pure ban. There are no strings attached. This is a link to a petition we have on change. org. Please sign it if you have not done so already.

The horses need your help. The best way to lobby your representative is to meet in person. If anyone wants to do that, please contact us at coalition@banhdc.org. The next best thing is a snail mail letter. Please see our newsletter from last week for the names of all the Cities Committee members and the links to their pages. Then comes phone calls. They are effective also.
The telephone list is divided into Senate and Assembly - please make as many phone calls as you can. All you have to say is:
My name is ______ and I live in ______ (borough or other city if not New York.) I am calling in support of S667 (or A997 if you are calling an Assemblymember.) I would like to know if Senator ______ (or Assemblymember _______ ) will sponsor this bill, which would prohibit the operation of horse-drawn carriages in New York City. Please get back to me on this issue. I will call back in a few days if I do not hear from you. " You should leave your e-mail , telephone number and/or address. If you live outside of New York City or state, please call anyway. This issue has resonated around the world and the carriage trade is frequented by tourists.
If they ask for any information and they generally do not - and if you are not able to provide it - tell them you will get back to them and then contact us - coalition@banhdc.org.
