Plan Now for National Night Out
Portlanders are encouraged to celebrate National Night Out on Tuesday, August 6, 2013, by hosting a party, gathering, or get-together to connect or reconnect with neighbors. Be part of this national event, have some fun with your neighbors, and create a safer community.
For the last 29 years, National Night Out has promoted crime prevention in neighborhoods. When neighbors gather and get to know one another it sends a message to criminals that the neighborhood is strong, organized, and people care what happens. It's also a great way to meet the folks who will be nearby if an emergency or disaster strikes, when neighbors are often first responders.
Portland's National Night Out is coordinated by the Office of Neighborhood Involvement's Crime Prevention Program, in partnership with the Portland Bureau of Transportation, the Police Bureau, Fire and Rescue, Emergency Management, Parks and Recreation, Development Services, and many others.
Parties held between Friday, August 2 and Sunday, August 11 can be registered through mid-July on the City's website or by calling
503 823-4064. Please refer to the Portland Bureau of Transportation's website to register your block party.

Ma Olsen Garden Dedication in Linnton
Join Linnton neighbors for a formal dedication celebrating their effort to spruce up the memorial to Ma Olsen. Refreshments. Dignitaries. No weeding! The Ma Olsen Garden is a community landmark and memorial, the site of Norma Olsen's store, which both stood at the center and was the heart of the town of Linnton for 60 years. The garden received grant funds and a lot of sweat equity to restore the area to its original natural beauty by removing invasive vegetation, stabilizing the soil to protect against erosion, and replanting with appropriate native plants. For more information, contact Rob Lee.

Northwest District Association AQC Report
By Sharon Genasci, NWDA AQC ChairThe NWDA Air Quality Committee continues to oversee its website. Odor complaints are coming in on the website (complaints go to AQC, DEQ and ESCO if it is an ESCO complaint). They are important, because they clearly mark places in the neighborhood where people continue to have problems with odors. It is good to understand, however, that the odor itself, while annoying, is not the main concern. We are mainly concerned about toxins in the odors that we have monitored over many years. The data we gathered on air toxins can be found online. These include both heavy metals (found in particulates in the dust on neighbors' porches) and VOCs (volatile organic compounds).
At the moment, the AQC is working on a NWDA Board committee to negotiate a Con-way construction clean diesel good neighbor agreement for the ten years of construction on the Con-way master plan area in the NE section of the neighborhood. Especially since California has clean diesel regulations that force dirty diesel trucks from California to Oregon, it is important to ask developers and contractors in the neighborhood to use clean diesel equipment during the many years of construction. Our committee includes Kevin Downing (DEQ); David Paul (NWDA lawyer); Kathy Sharp and Sharon Genasci (NWDA); Jill Long (Con-way lawyer); and Tom DiChiarra and Bryan Alger (CE John). Stay tuned.
