Greetings Neighbors,
They say change is good, and we've got some changes going on already in 2013. The Pearl District Neighborhood Association has a spiffy new logo, and will soon be launching a new newsletter and a redesigned website. The Old Town Chinatown Neighborhood Association is now the Old Town Chinatown Community Association, and will be electing new board members next month. NWNW is also transitioning to a new Facebook page, so check it out.
One thing we don't want to change is the level of service and resources we can provide to our neighborhoods. So we ask for your support as the City of Portland plans its budget for the 2013 fiscal year. See the article below to find out how you can support this funding in person, or email Mayor Charlie Hales and let him know that you value Portland's neighborhood involvement system.

Support Neighborhood Funding
Show your support for neighborhoods by sitting in on the city council's budget work session to review the upcoming budget for the Office of Neighborhood Involvement (ONI). This is the first budget work session of the Portland City Council to review the Office of Neighborhood Involvement (ONI) budget for the fiscal year which will start July 1, 2013. This is also the first review by the new Mayor and council, and a prime opportunity to show your support for your neighborhood association and the funding it receives from the City of Portland.
ONI, and all city bureaus, are required by Mayor Hales to submit a 10% cut to each of their budgets. The ONI budget advisory committee, on which neighborhood and other civic involvement groups are well represented, is proposing "add-back" restoration to those cuts.
There will be no public testimony during this part of the session, but your presence at this brief hearing will indicate to the new council that there is community support for the restoration of funds for community involvement services.

Linnton Litter Patrol Cleans Up
By Shawn Looney, Linnton Neighborhood Association What a pleasant and productive crew of ten volunteers we had for our January 26th litter patrol along NW St. Helens Rd. I counted 27 bags of trash, at least 5 tires, and miscellaneous collectibles picked up that morning. Thanks so very much to everyone for your participation including myself and Dave Looney; Andrew Beckman; Rob Lee; Lynn and Keith Kreuz; Carol and Doug Wittren; Ivan McLean, and Brian Hoop. Having so many pitch in made the chore go so much faster and was all the more enjoyable.
We have been notified that ODOT will now install Adopt-A-Highway signs acknowledging the Linnton Neighborhood Association for our efforts to help keep our neighborhood clean. Thanks also to Purdy Paint for their continued effort adopting another two-mile stretch of NW St. Helens Rd. through Linnton. ............................................................................................................ With the weather getting warmer (hopefully) and Earth Day (April 22) approaching, we're heading into prime cleanup season. If you'd like to be involved with a cleanup, check with your neighborhood association to see what events they're planning, or contact Jennifer Kirk at NWNW.

Forest Park Neighborhood Elections
An election of Members of the Forest Park Neighborhood Association Board of Directors will be held on Tuesday, February 19, 2013. Balloting will be continuous from 6:00 to 8:00 p.m. at the Willis Community Bldg. at 360 NW Greenleaf Rd. (Greenleaf is a tiny road that crosses Skyline about halfway between Cornell and Burnside. The building is behind the Water Bureau tank on the west side of Skyline near the antenna farm.)
Nominees for three expiring terms on the Board of Directors are:
- Jim Emerson (Incumbent)
- Leslie Hildula (Incumbent)
- Paula Sauvageau (Incumbent)
Prior to the election, the FPNA president may nominate an additional candidate to complete the remainder of an unexpired term should a position be vacated. Name Change, Election in Old Town Chinatown
There are changes coming to Old Town Chinatown! The newly renamed Old Town Chinatown Community Association will be having its first meeting on Wednesday, March 6, 11:30 a.m. - 1:00 p.m. The organization has adopted its new name to reflect its mission of facilitating communication and cooperation between residents, property owners, businesses and employees, and nonprofit organizations that make up the diversity within OTCT.
This first meeting will also be the annual meeting, where OTCTCA members will elect new board members. A short board meeting will follow immediately after to elect officers. The criteria for membership and voting have changed slightly; you can download and review the revised bylaws here. All who meet the eligibility for membership are encouraged to come to the meeting, vote for a new board, and be involved in shaping the OTCTCA's new directions.

Road Closure on NW Westover, Feb. - May
A section of NW Westover from NW Johnson to above NW 25th Pl. will be closed for sewer reconstruction starting within the next week and continuing through May. The road will be closed to all vehicle traffic for the first three to five weeks, and thereafter will be open for local access only until project completion. Click here for a Google Map showing the section of Westover that is affected.
The closure means that Westover will not be a connecting route between NW Cornell Rd. and NW 24th. This is expected to increase traffic and delays on NW Cornell. Watch for flaggers and signage when traveling eastbound on Cornell.

Write for the New PDNA Newsletter
Would you like to write about what's going on in the Pearl? Would you like to share your love of the Pearl with thousands of neighbors? Write for The Compass! The Compass is a quarterly printed newsletter hosted by the Pearl District Neighborhood Association in partnership with the Pearl District Business Association (and paid for by a grant from Neighbors West-Northwest and the Office of Neighborhood Involvement) and it is looking for contributors. You can sign up to be a regular contributor or submit something of particular interest to you on a one-time basis. The newsletter will go out at the end of every quarter (March/June/September/December), so it is suggested that topics be relevant to the months ahead; however, some topics are not bound to a certain season.
If you are interested in contributing a piece, please contact Kate Washington. Submissions for the first newsletter are due March 15.

NWDA AQC Works Toward Con-way GNABy Sharon Genasci, Chair, NWDA Air Quality Committee (AQC)
The NWDA Air Quality Committee was tasked by the NWDA Board to work with Jill Long, Con-way lawyer and Juliet Hyams, NWDA Board, to create a Con-way GNA for clean diesel during the ten years of construction on 20 acres in the Con-way master plan area. Construction will include housing for about 6,000 people and office and work space for about 3,000 new workers. Work should use retrofitted equipment, using cleaner fuels and designated paths through the neighborhood, to lessen the impact on neighbors. Diesel particulate is a known human carcinogen with elevated risk levels for cancer throughout most of the Portland area and is higher in neighborhoods like NW Portland. It is also known to increase other human health risks associated with respiratory, cardiovascular and neurological systems. Black carbon, a significant component of diesel particulate exhaust, is drawing attention as a potent climate change contributor, 2000 times that of carbon dioxide.
The AQC brought in Kevin Downing, a DEQ clean diesel expert. Our group met with Jill over several months, and arranged a teleconference between Tom DeChiarra from C.E. John Construction; Sam Rodriguez, Mill Creek Residential; our group; and Ramesh Ramen, a clean diesel project manager from New York who has extensive experience in the 9/11 area.
Recently we contacted New Seasons, the new grocery to go into the Con-way area (contractor, C.E John). They expressed an interest in learning more about clean diesel construction for the new store.
Juliet Hyams resigned from the work group due to a conflict of interest. After the Feb. 25th NWDA Board meeting, a new Con-way meeting will be scheduled. For neighbors interested in clean diesel, look at the 2005 diesel levels in the 97210 area. This is one carcinogen we must reduce in our airshed.

 Neighbors West-Northwest is hosting a Communication Coffee Klatch, 10:00 a.m. on Wednesday, February 27, 2013 at World Cup Coffee & Tea at 1740 NW Glisan. This is your opportunity to meet with your peers from neighborhood associations and local community organizations to discuss various communication strategies - whether for the whole organization or a small committee. Share your successes and challenges. Bring any questions you'd like to ask your peers. If you would like specific resources, email your request at least a week in advance to angela@nwnw.org. Also, please RSVP to the same address, as space is limited. If you are interested in attending an informal Coffee Klatch to discuss another topic with your peers, please let us know.
