Greetings Neighbors,
Holidays play havoc with everyone's schedules, so be sure to read to the end of this newsletter to find NWNW's holiday office hours and a list of canceled or rescheduled meetings.
Though this is the season when we'd all rather focus on giving, we can't ignore the fact that a lot of unauthorized taking goes on during the holidays too. Stay alert and take care not to leave valuables in your vehicle. Speaking of safety, if you're traveling during the holidays, be safe, and use TripCheck to get traffic and travel advisories.
In the midst of all the hubbub, we hope you all get a chance to relax with loved ones and reflect as we close out this year. We'd like to give a big thank you to all of the volunteers who contributed time and energy in 2012.

Don't Let Car-Prowling Grinches Steal X-Mas
It's that time of year when folks are flocking to shopping districts all over Portland - and unfortunately, this brings out burglars looking to target parked vehicles. The Office of Crime Prevention has information on how to prevent car break-ins. A few tips: - Keep your car "showroom clean"
- Put valuables and packages in the trunk
- Don't assume your car is safe in a parking garage or high-traffic area

Home burglaries increase this time of year too. If you're going on vacation, take care not to leave signs that your home is unoccupied. Put holds on mail and paper deliveries, use light timers, and leave a radio on. Crime Prevention has more suggestions here. |
Council Approves Parking Meters at Zoo & NW
With two major parking proposals on the agenda in the last couple of weeks, the Portland City Council has been hearing a lot of testimony from neighbors.

Old Town Club Zone Street Closures
In other street news, the City appears prepared to move forward with a plan to close streets in the Old Town Chinatown entertainment district on Friday and Saturday nights, creating a pedestrian-only zone. Between 9:00 p.m. and 3:00 a.m. on Friday, Saturday, and some holidays, these streets would be closed to vehicular traffic: - NW 3rd Ave from W Burnside to NW Everett
- NW Couch from NW 2nd Ave to NW 4th Ave
- NW Davis from NW 2nd Ave to NW 4th Ave
The closures are intended to reduce police service calls in the area due to incidents between bar patron and between cars and pedestrians, and to curb operation of illegal taxis. Neighbors' concerns include the loss of parking and impact on OTCT's residents and other businesses. The ordinance is expected to be passed next week by City Council for a 90-day pilot program, with neighbors continuing to give input during that time.

PBEM Announces Earthquake BEECNS
 The Portland Bureau of Emergency Management has announced a new post-emergency resource for Portland residents. A BEECN (pronounced "beacon") is a basic earthquake emergency communication node - a temporary radio communications site staffed by at least one person after a major earthquake. BEECNs are places where you can report severe damage or injury or ask for emergency assistance when phones are down.
You can get more information about BEECNs, including a citywide map and smartphone apps to find locations, at the PBEM website. To sign up for emergency alerts, go to www.publicalerts.org.

PDX-Eugene Passenger Rail Public Input
The Oregon Department of Transportation is studying ways to improve intercity passenger rail service between Eugene and Portland. The study will help decide on a general passenger rail route and evaluate options for train frequency, trip time, and improving on-time performance.
Earlier this year, ODOT asked the public to weigh in and received over 800 comments. Based on this input, ODOT drafted project goals and objectives and identified a range of route options between Eugene and Portland. 
ODOT is hosting public meetings in January 2013. You can attend to learn more about the Oregon Passenger Rail project and give your thoughts on what the future of rail should look like between Eugene and Portland.

FPNA and GHFL Elections
Goose Hollow Foothills League Annual Meeting and Elections
The Goose Hollow Foothills League's Annual Meeting and Board Elections scheduled for this coming Thursday, December 20. Eight board positions are open. The following slate of candidates has been approved by the Goose Hollow board: Bob Arkes (incumbent), Linda Cameron (incumbent), Peyton Chapman (incumbent), Alexis Ingram, Leslie Johnson (incumbent), Stephan Lewis, Jane Netboy and Greg Wimmer (incumbent). Nominations will also be accepted from the floor at the Annual Meeting. Each candidate will have three minutes to speak, indicating what they can contribute to the neighborhood, before voting takes place.
All registered League members are eligible to vote.

The three candidates receiving the most votes will be elected to three-year terms. Nominations submitted by members of the FPNA will be accepted if received on or before January 21, 2013. Candidates must be members of the association.
