Greetings Neighbors,
Hope you're all acclimating to the change of season. Maybe it's because the days are getting shorter, but the weeks always seem to fly by as we head into the last few months of the year, and suddenly the election is just around the corner. Whomever you support, be sure to get your ballot in - this is a big one with a lot of local as well as national impact! Read on to find out about other happenings in your community.  
 
General Election Ballots Are in the Mail
Multnomah County ballots will be mailed out today, October 19. You should have already received your voter pamphlet in the mail, but if not, the voter guide is available online. You can find more information about voting and the election on the Elections Division website.

Ballots must be received by the elections office by 8 p.m., Tuesday November 6, either at a drop site or by mail. Postmarks don't count, so if you plan to mail in your ballot, don't put it off!
Leaf Pickup Days Are Coming
The turning leaves are one of the beautiful hallmarks of the fall season, but they can pile up, and combined with our rain, can clog storm drains and create a slick hazard on streets. To help manage leaves in some residential areas, the City of Portland has a yearly leaf pickup program. Leaf pickup days begin in early November and continue through mid-December 
 
You may have received an informational mailer, but if you didn't you can call 503 865-LEAF (5323) or visit the City's website for more information. There you can find out if you are in a leaf pickup zone and when your leaf day is scheduled; pay your leaf pickup fee online; or opt out of the program.  
 
The deadline to opt out of the leaf pickup program is November 1.
Even if you opt out, don't forget to check the schedule and mark your calendar, because tow-away restrictions will be in effect during pickup days. 
Grassroots Communication Workshop 

There are still a few spaces left for the Neighbors West-Northwest communications workshop, "Getting the Word Out: Effective Grassroots Communication". The intention of this event is to present no-cost or low-cost communication tools for small organizations looking to reach their community. We will review planning tactics, best practices and current technology to get your message out there. All levels of experience are welcome. Neighborhood and community groups are welcome. Please RSVP via email to Angela Southwick - space is limited.

Hillside Neighborhood Halloween Carnival 

Don your favorite Halloween costume, grab some canned goods and come enjoy an evening of festivities at the Hillside Community Center! Tickets for activities are four for $1. Bring two canned food items and receive four free game tickets (maximum four free game tickets per family). Canned good proceeds go directly to the Sunshine Division. Join the fun for only $3 per child or $5 per family. For more information contact the Hillside Community Center at 503 823-3181.

Downtown Seeks Tougher Car Prowl Law 

Car break-ins have been on the rise across the city and in Downtown Portland in particular. The Downtown Neighborhood Association is responding by asking for a tougher car prowl law. As is, a person can be convicted of unlimited car prowls and the conviction remains a misdemeanor. The proposed law would make the third car prowl conviction a felony. The Neighborhood Association will present the proposed law to several candidates at its next membership meeting. SHNA Emergency Prep Workshop

Join us at the upcoming Sylvan-Highlands Neighborhood Association Emergency Preparedness Workshop. Lt. Matt from Fire Station 16 will share his personal plan for emergencies including a show and tell of what he keeps in his own emergency backpack. The Red Cross will also present the basics of household preparedness. Come meet some neighbors, get informed and win some prizes! New PREP Website: Emergency Prep Online
PREP - Planning for Resilience & Emergency Preparedness - is a new website at www.PREPOregon.org that offers practical information on being ready for any emergency, from storms and power outages to earthquakes.

PREP encourages preparedness for families, households and immediate neighborhoods, since emergency services will likely be overwhelmed and unable to respond promptly after a major disaster such as a Cascadia Subduction Zone megaquake. Should streets be impassable, you and your neighbors will be each other's closest source of help. And studies show that the most important factor in disaster survival and recovery is personal ties within a community.  
 
The PREP website contains printable checklists and handouts plus links to more information. If you can't print copies for your use or to share with neighbors, drop by the Neighbors West-Northwest office to pick up preparedness handouts and a host kit. The website also includes a calendar of events and information on setting your household up for longer-term resilience.

PREP has been developed by a group of volunteer first responders. Other collaborating partners include Portland Bureau of Emergency Management, Portland Fire and Rescue, Multnomah County Emergency Management, Neighbors West-Northwest, and Portland's other neighborhood district offices.  
Mapping a Vision for Cornell Road

Have you visited the Cornell Road Sustainability Coalition's new website? It's filled with valuable information about the Coalition's goals and vision, but the highlight is the interactive map on the front page. You can see what kinds of pedestrian, traffic and transportation improvements they have in mind in order to make everyone's use of Cornell Road safer, smoother and sustainable.

After you've perused the map, be sure to join the conversation by commenting on the goals that are important to you. Your input will steer the future of Cornell Road.      

ONI/NWNW Neighborhood Small Grants
The Office of Neighborhood Involvement and Neighbors West-Northwest are excited to offer the seventh year of the Neighborhood Small Grants Program. Funds will be available to neighborhood and community-based organizations working in inner SW and NW Portland. Our goal is to provide neighborhood and community organizations the opportunity to build community, attract new and diverse members, and sustain those already involved.

We strongly encourage applicants to build partnerships between neighborhood, businesses and community-based organizations. Engagement of historically under-engaged communities is a high priority for this grant program. Typical grant awards are $2,000 or less with up to $5,000 available for strong projects that meet all program goals. NWNW hopes to fund many projects so the funds have the greatest impact on the local community.

It is strongly recommended that potential applicants discuss the program with the grant manager prior to applying. To ask questions, please contact Angela Southwick at 503 823-4211.

Applications are available at the NWNW website and are due at Neighbors West-Northwest, 2257 NW Raleigh St., Portland, OR 97210 by 2:00 p.m. on Thursday, November 1, 2012. Postmarks do not count. 
Train to Be a Neighborhood Mediator

Do you feel called to serve your community? Interested in gaining mediation skills? Resolutions Northwest (RNW) is a community-based nonprofit organization that provides high quality, cost-effective conflict resolution services and education to neighbors, communities, and organizations. RNW'S Neighborhood Mediation Program is recruiting applicants that reflect Portland's diversity for a limited number of spots in their annual volunteer mediation training.   

   

The comprehensive, 34-hour training and year-long mentor program is free in exchange for a year-long, hands-on commitment to serve the diverse communities of Portland.  This opportunity is designed for people who are dedicated to helping neighbors and communities have challenging discussions and find mutually acceptable solutions together.  

     

The application deadline is November 21, 2012Training dates are in early January 2012.  Application forms, training dates, and additional information can be found at RNW's website, or call 503 595-4890.   

Neighborhood Tree Inventory Summit
Tree inventory volunteers spent the summer sporting yellow safety vests, working a diameter tape, and seeking the answer to the never ending "opposite or alternate?" leaf arrangement question. Volunteers collected thousands of tree data points in the Northwest District. Now it's time for the fun part - unveiling the results! Join us to explore results of the inventories and compare findings among neighborhoods, share the largest trees and unusual finds, and begin creating neighborhood tree plans with your guidance and vision. 

The event is free and open to the public. Please register here prior to November 3, 2012.

Saturday Cleanups: Rain or Shine

The rain may have freshened up the streets, but there are some things it won't wash away - like trash and graffiti. Volunteers for the Northwest District Association's Second and Third Saturday cleanups will be out rain or shine. Join them and keep Portland beautiful while meeting your neighbors.

NW November Holiday Office Hours
The Neighbors West-Northwest office will be closed Monday, November 12 in observance of Veterans Day, and will be closed November 22 and 23 in observance of the Thanksgiving holiday.
