Volunteer with Neighbor Rides

Neighbor Rides is a strategic initiative of United Way of Chittenden County supported by a dynamic group of community partners that brings people and places together to help meet the transportation needs of seniors and persons with disabilities. This partnership uses volunteer drivers to leverage government and community-funded transportation programs and help more people by decreasing the cost per ride.

We are pleased to announce the release of the 2015 ECOS Annual Report: The State of Chittenden County. New this year, the Annual Report uses infographics to visually display some of the most interesting trends and notable accomplishments from 2015 relating to people, place, and prosperity in Chittenden County.

Two notable trends from the 2015 ECOS Annual Report include:
  • For the fourth year in a row, Chittenden County has met or exceeded its goal for 80% of new commercial and residential development occurring in areas planned for growth, with an average of 81% between 2010 and 2014. [View the map of these areas.]
  • Vehicle miles traveled decreased by 0.4% in 2014, while the population increased by 2.4% between 2010 and 2014.

For more information, please see our press release.

Best regards,

Charlie Baker
Executive Director

Board Member Spotlights
In celebration of our 50th anniversary year, we will be featuring a few CCRPC Commissioners in each newsletter to get a behind-the-scenes look at who they are and how they contribute to our communities. Stay tuned for more 50th anniversary content in upcoming issues!
Joss Besse, CCRPC Bolton Representative (1986-1992, 2012-Present)
Joss is a repeat CCRPC Board member, his first appointment in 1986. He has served on, chaired and vice chaired several CCRPC committees during his many years of service. Now retired, Joss was previously the Director of Community Planning and Revitalization at the Department of Housing and Community Development. Joss joined the Bolton Town Selectboard in 1986, and has since been active in the Town, including serving as Town Moderator for a number of years, conservation work on the Town forest, and currently chairing a committee of past Selectboard members to complete a capital plan and budget. Joss continues to serve his community, believing that working together to solve the challenges our towns are facing -- transportation, water quality, natural resources, economic development -- is key to success. In his spare time, Joss is an active skier and enjoys racing his sailboat on Shelburne Bay.
Andrew Montroll, Chair - CCRPC Burlington Representative (2005-Present)
Andy served on the Burlington City Council from 1994-2009, including as president from 2001-2005. He has been serving on Burlington's planning commission since 2009. Professionally, Andy is a founding partner of Montroll, Backus & Oettinger, PC, a Burlington-based law firm serving a wide range of clients. Andy's focus is on representing clients in business and corporation matters, general and commercial litigation, zoning and land use, wills and estates, mediation, and employment law matters, as well as telecommunications and regulatory law. Andy has always been driven to public service. With respect to serving on the RPC, he enjoys helping to develop the vision for our region's future and then helping to carry out that vision. He also enjoys working with such a great staff at the RPC and with the representatives from all of the other member municipalities and partners. Andy and his wife, Barbara Anne (who is the lead principal at the Charlotte Central School) have two great kids, Sarah and Elliott, who are both students at Burlington high school. Sarah is currently attending a school in Wisconsin for the spring semester that focuses on environmental stewardship, returning to Burlington in the fall. Last year, Elliott was a legislative page at the statehouse in Montpelier. Andy enjoys spending time with his family and friends during his free time.
Chris Shaw, CCRPC South Burlington Representative (2014-Present)
Chris joined the organization in 2014. He works as a reading specialist and instructor at The Stern Center in Williston. He's been involved on South Burlington Boards and committees since 2000 -- having served on the Natural Resources Committee, Planning Commission, Board of Civil Authority, and City Council. He has worked variously over that time on wetlands protection, pesticide issues, open space preservation, form-based code implementation, neighborhood transitions, TIF finance planning, bonding capacities, tax abatement/assessment, election issues and traffic/transportation challenges. He also serves CCRPC on the All-Hazards Mitigation Committee, Active Transportation Committee, and Long-Range Planning Committee. He enjoys the nuts and bolts of transportation and land use planning, having been a logistics executive for 25 years previously. He brings a lot of that skill set to our work. He enjoys walking his dog or snowshoeing on the trails and bike paths of his neighborhood and seeing how far they can connect to the wonderful woods, water and views that surround him. In his spare time, he performs a lot of his city volunteer work and catches up on his regular work.
