Ahh, global chilling! Hope everyone made it through the cold snap without too much duress.
There's lots of discussion at the State House about transportation funding these days. Secretary of Transportation Brian Searles recently testified about the need to raise more transportation revenues, so that the State can match federal dollars available.

Home Energy Challenge Training
February 11, 2013 - 5:00-9:00pm Colchester High School, Cafeteria, 131 Laker Lane, Colchester Efficiency Vermont, in partnership with the Vermont Energy and Climate Action Network and regional partners, will be conducting a series of trainings for volunteers participating in the Vermont Home Energy Challenge. The purpose of these trainings is to provide volunteers with the information and knowledge they need to effectively reach out to community members. All trainings are from 5:00-9:00 pm, with dinner and socializing from 5-6:00. Below is an agenda and schedule for the training. The training is open to any individual regardless of where they live. Public Forum for the CCRPC Work Plan
Wednesday, February 20 at 6 p.m.

The CCRPC is seeking public input on its work plan for fiscal year 2014.
Help us develop new transportation planning and study ideas (such as intersection improvements, roadway corridor studies, traffic circulation analyses, etc.) for all travel modes. Note that our funds cannot be used for construction projects, but our planning helps projects get closer to reality. We encourage you to coordinate local project ideas with your town staff since most projects need their support. Comments will also be accepted until February 21 via email (bdavis@ccrpcvt.org) or by phone (802-846-4490 x17). Our current work plan is available online at http://www.ccrpcvt.org/workplan/.

Shelburne Road Corridor Study Complete
As a primary local and regional thoroughfare, Shelburne Road faces many challenges. A recently completed corridor study examines the current conditions, future volume projections, and proposes recommendations for land use, improvements, and the development of alternative transit. Complete Streets Resources Available
What is a Complete Street? They are streets that accommodate everyone. There is no one-size-fits-all design for complete streets, as every roadway has different considerations. In 2011 Governor Shumlin signed into law Act 34 which requires the state and all municipalities to consider the needs of all users in all projects and all phases, regardless of funding sources. Converting a Public Hazard into a Community Asset
Thanks to a $140,000 sidewalk grant from the Chittenden County Regional Planning Commission (CCRPC), Essex Junction is well more than a third of the way toward funding a new multi-use path between the village center and the high school. Local Author Julie Campoli releases new book :Made for Walking - Density and Neighborhood Form
A full third of the carbon emitted in the US comes from transportation. Most of it is pumped through the tailpipes of our cars as we drive a collective 2.9 trillion miles a year. Vermonters contribute 7 billion of those miles, with a higher than average per capita driving rate. How can we step away from our vehicles and into a greener transportation system? By altering the shape of our cities and towns. In her new book, Made for Walking: Density and Neighborhood Form, landscape architect, urban designer and photographer Julie Campoli gets inside a dozen walkable neighborhoods to expose the structure of a more humane and environmentally-friendly land use pattern. Campoli will relate her out-of-car experience visiting and photographing cities throughout North America and describe the attributes they share - small blocks, interconnected streets, diverse uses, convenient transit - that make walking possible.

Opportunites/Grants
You can still participate in an OVERNIGHT TRAVEL research study -- and be entered to win an iPad or iPod!
This study, funded by the US Department of Transportation UTC Program, seeks to determine how people make decisions related to overnight travel, which is a critical (but not well understood) component of transportation planning. Results from this study will be shared with state and federal decision-makers to improve overnight and long distance travel.
If you decide to participate, you will be asked to complete thirteen 5-minute online surveys (one per month) between January 2013 and January 2014. Whether you travel a lot or infrequently, your participation is valuable. Your survey responses will remain anonymous and will only be used for research purposes. In order to qualify, you must be 25 years or older, and multiple people from the same household may participate. Because participants will receive a monthly reminder email to go to a website and complete the survey, volunteers may complete the survey at their convenience.
Every month, one iPad or iPod will be raffled to those who complete their web survey (8 iPads and 5 iPods in total).

Rural Design RFP
The Citizens' Institute on Rural Design (CIRD) is issuing a request for proposals to rural communities facing design challenges to host local workshops in 2013.Successful applicants will receive a $7,000 grant and in-kind design expertise and technical assistance valued at $35,000. The Request for Proposals is on the new CIRD website: www.rural-design.org.
The deadline for submitting a proposal is Tuesday March 5, 2013 at 5:00 pm EST.
The 2013 Vermont Home Energy Challenge
Nine Chittenden County towns already signed up!
Weatherize 3% of the Homes in Your Community Help your neighbors reduce their energy bills by participating in the 2013 Vermont Home Energy Challenge. Efficiency Vermont, in partnership with the Vermont Energy and Climate Action Network (VECAN), is seeking local organizations to champion the Challenge in their communities and to sign up their towns to participate. Under the Challenge, local organizations will foster public awareness about energy saving opportunities in the home and will set a target of weatherizing 3% of the homes in their community over the course of a year. At the end of the year, towns will be recognized and awarded for the effectiveness of their efforts to encourage further participation in their communities.
Potential Impact of 2013 Vermont Home Energy Challenge
If the goals of the Challenge are met (50 communities completing Home Performance with ENERGY STAR ® improvements in 3% of their homes), it could:
- Result in 2,450 comprehensive home energy improvement projects
- Generate annual energy savings of nearly $2M - that's an average of $760 per home, per year
- Reduce annual CO2 emissions by more than 5,000 tons - the equivalent of taking 900 cars off the road
- Help create 35 jobs in the year that the work is done (i.e. 2013) and an additional 13 long term jobs due to keeping energy dollars in state.
- Save enough energy to heat 400 Vermont homes for an entire year.

$986,500 in Grant Funds available from the Working Landscape Enterprise Board
The Working Lands Enterprise initiative will invest in three areas related to Agriculture, Forestry & Forest Products:
1. Enterprise Investments ($3,000-$15,000 grants, Required Minimum 25% cash match of grant amount requested)
2. Working Lands Service Provider Grants ($10,000 - $100,000 grants, Required Minimum 50% cash and in-kind match of grant amount requested)
3. Capital and Infrastructure Investments ($15,000 - $100,000 grants, Required Minimum 1:1 Match (in-kind and at least 50% cash) of grant amount requested)

Transportation Alternatives Program VTrans is now accepting applications for the Transportation Alternatives Program, which is part of the new federal transportation legislation entitled Moving Ahead for Progress in the 21st Century (MAP-21). The Transportation Alternatives Program provides funding for a variety of project types, many of which were previously eligible under the former Transportation Enhancement Program.
