The City's Public Works Department is always hard at work, but summertime is especially busy as it is peak season for construction and landscaping projects. Recently, the City completed its annual resurfacing of more than three miles of Novato streets and roads, as well as replaced curbs, gutters, sidewalks, and installed 40 crosswalk ramps.

This "scrub and micro-seal" process provides a longer street life as it utilizes the strength of the existing paving while creating a new, long-lasting street surface; it is environmentally-friendly as compared with "overlay" paving methods, as it requires virtually no grinding of asphalt or debris disposal and requires less use of oil-based materials; it is cost-effective as it requires less preparation and smaller quantities of material; and it is more neighborhood-friendly, as there is less disruption with less grinding, noise, and dust, and each step of the process is completed in a relatively short period of time.

Also nearly completed is the Nave Drive Multi-Use Pathway and the City's LED Streetlight Conversion program.

Just in time for start of the new school year, the City installed a multi-use pathway on Nave Drive between Bolling Drive and Main Gate Road--which fronts Hamilton Meadow Park School (K-8) and the Hamilton Community Gymnasium.

The project includes a paved pathway which provides safer access for pedestrians and bicyclists, connects two active bus stops at Main Gate and Bolling Drive, and includes new lighting, the preservation of existing trees and the planting of new trees, improved stormwater drainage and filtration, and a left-turn lane to the entrance of the gym.

Construction began in July and was substantially complete in time for the first day of school. Final completion is expected by the end of September. Funding for this project was provided by the City and by a Bay Area Air Quality Management District Transportation Fund for Clean Air grant through the Transportation Authority of Marin.

The final phase of the City's streetlight conversion program is nearing completion. The project includes the conversion of all 4,500 City streetlights and outdoor lighting at City-owned facilities from existing conventional High Pressure Sodium lighting to a more energy and cost-efficient LED fixture. Not only will the City be using one million fewer kilowatt hours per year, but will be saving more than $150,000 in energy and maintenance costs annually.

Council approves design for Redwood & Grant bus facility: On Aug. 25, the City Council approved the design for the Redwood and Grant Transit Improvement Project which had been in the works since 2009 to create better operational improvements for the transit service providers--Marin Transit and Golden Gate Transit, enhance passenger safety and security, and improve the surrounding area for pedestrian and bicycle access to this facility.

The facility, which is located on Redwood Blvd., between Grant and De Long Avenues, serves as a critical bus transfer facility in Marin County as well as the gateway to Downtown Novato. Marin Transit is the project lead and is working with Golden Gate Transit and the City of Novato on this project in Downtown Novato. City Manager announces resignation: Earlier this month, City Manager Michael Frank announced that after more than six years serving the Novato community, he is leaving his position at the end of the year to explore new opportunities. Click here to read his statement.

 
 
Copperfield's Books is coming to Downtown Novato: This month, the independent bookstore signed a lease with Umpqua Bank, which owns the building at 999 Grant Avenue. This will be their second location in Marin County and eighth in Sonoma, Marin, and Napa Counties. The City had been working with the building owners to find a tenant that would add to the offerings of Downtown. Stay tuned for upcoming opening info and events.

Information about Measure C
 
Council puts Measure C on Nov. 3 ballot: On July 28, the City Council unanimously voted to place a measure on the ballot for the November 3 election that, if approved, would reduce sales tax rates from a ½ cent to ¼ cent and continue funding essential City services.

In 2010, Measure F-the ½ cent sales tax--passed with a 58% voter-approval and provided the City with a locally-controlled revenue source to offset and prevent future budget cuts and maintain and restore vital City services. This funding has helped to maintain essential public safety, senior, and parks services, pothole repair, and street maintenance.

If enacted, Measure C would lower sales tax rates and continue to provide funding for community priorities including investing in public safety, street maintenance and pothole repair, and maintaining essential youth and senior services and parks. Additionally, the independent oversight committee that is currently in place, would continue to review and report on the use of revenue to ensure all funds are spent responsibly and consistent with community priorities. Villas at Hamilton Joins Crime-Free Program

Recently, the Villas at Hamilton completed the final phase in the Crime Free Multi-Housing Program and became the twelfth fully-certified property in Novato.

The Crime Free Multi-Housing program is recognized worldwide as the leading crime prevention program targeted at reducing crime, drugs, and gangs in multi-unit housing properties. In 2014, the City's Police and Code Enforcement Departments launched the program to work with property owners and managers of multi-family housing to ensure the safety of their residents as well as the surrounding community.
