Valor Among Our Own

Every day, every hour, every minute, our men and women of the Novato Police Department dedicate their lives to our community's safety and well-being. And on Sept. 25, 2013, as Officer Nick Conrad drove to work, this dedication was never more evident. Officer Conrad came upon a turned-over, submerged car near Vallejo off of Highway 37 and swiftly climbed over the median to rescue four people who were trapped inside. Additionally, he performed first-aid after contacting emergency personnel.
It was the act of heroism that garnered him one of the highest awards given to public safety personnel--the Award of Valor. On Oct. 6, Officer Conrad was honored by the California Peace Officers' Association at the COPS WEST Conference in Long Beach. The award recognizes extraordinary valor above and beyond the call of duty. Recipients must have exhibited extraordinary courage, decisiveness, presence of mind, and an unusual swiftness of action--regardless of personal safety--in an attempt to save or protect human life.
In the words of Chief Berg, "This community is fortunate to have Officer Conrad as one of its police officers." Indeed we are! |

Downtown Happenings
At the September 30 City Council meeting, staff and representatives from the Downtown Novato Business Association (DNBA) gave an update of this year's activities to promote the Downtown Business Improvement District (District). The DNBA, who works with the City to manage the District, highlighted the many events and promotions in the past year, as well as the many activities that the organization provides for its members as well as to visitors to our City's center.
Additionally, the DNBA returned to Council on Oct. 28 with its budget for next year as well as its Annual Report, which Council approved. In a vote of confidence for the DNBA's continuing work to promote and program Downtown Novato, the Council also approved a total three-year investment of $150,000, to aid the organization as it continues to build the Downtown as a destination. A public hearing for the annual assessment of the District is set for Nov. 11. For more information, read the staff report here.
Novato Police Department Secures Safety Grant
To assist the efforts of our NPD to improve traffic safety and reduce the number of people injured and killed in traffic collisions, the California Office of Traffic Safety awarded Novato a $220,272 grant. The grant will fund new equipment and traffic enforcement operations including DUI patrols and checkpoints and enforcement of distracted and unsafe driving and safety belt use . Additionally, the funds will provide enhanced traffic education and training for both the community and our police officers. For more news from the NPD, sign up for Nixle.
North Redwood Boulevard Streetscape Design
With feedback from public workshops and our online forum, "Open Novato," staff presented design options for landscape and public improvements along North Redwood Blvd., between Olive Ave. and San Marin Drive, to the City Council on Sep. 30 (see pages 6-28 of staff report). Highlights of the community feedback included
support for replacing the Grant Avenue fountain, increasing street trees and landscaping, widening sidewalks, and separating bike lanes from traffic-all to enhance the pedestrian and visitor experience. The City is currently developing a more detailed plan with cost estimates and funding options and will be taking it back to the City Council for consideration.

Good Neighbors Make Novato Stronger
City of Novato Police Department and Code Enforcement recognizing Wyndover Apartments as "Crime-Free" on Oct. 10
Last year, the City introduced the Crime-Free Multi-Housing Program to property owners and managers in an effort to reduce and prevent crime in multi-family housing. With more than 200 multi-family properties in Novato, and an increase in calls for police service for some properties, we recognized the need to establish closer relationships with property owners and managers and provide them with hands-on resources that would not only preserve police resources, but empower those most directly affected by crime in their neighborhoods.
The program is recognized worldwide as the leading crime prevention program targeted at reducing crime, drugs, and gangs in multi-unit housing properties-and it is the first of its kind in Marin County. The benefits of becoming a "Crime Free" property are endless: more stable, satisfied residents, improved reputation, lower maintenance costs, lower insurance rates, and increased property values.
Made possible by Measure F--the ¼ cent sales tax enacted by Novato voters in 2010-this program has three phases:
- an 8-hour management training which addresses lease agreement and eviction issues, resident screening, and how to respond effectively to criminal activity
- a "Crime Prevention Through Environmental Design" survey training including how to effectively light and landscape your property to deter crime and how to make common areas more family-friendly
- a community awareness training--how to get your residents to become more aware of their surroundings and report issues immediately.
In Novato, both the Police Department and the City's Code Enforcement staff lead the classes. They also partner with the Novato Fire Department to provide hands-on fire safety and prevention information, as well as with legal experts to provide lease agreement advice.
Once trainings are completed, properties qualify for certification as a "Crime-Free" property. Since its start in Novato, four properties have been certified, and an additional ten properties are slated for certification in the upcoming year.
One of the most recent to certify, was Wyndover Apartments, one of the larger multi-family properties in Novato. The commitment made by the Wyndover management has produced remarkable results, including numerous improvements to the property, enhanced management practices, and a reduction in police calls for service.
By implementing this program in Novato, we have established important partnerships that have allowed us to maintain the quality and vigor of our public safety services and preserve the quality of life our community expects and deserves. It is our hope that properties citywide will recognize the program as a way to partner with the City and its Police Department to make their properties even more tenant- and neighborhood-friendly for our residents.
