In his blog posts, Commissioner O'Rielly has suggested process reforms that include advance posting of items to be considered at FCC Sunshine meetings; changes to the Commission's use of advisory committees; changes to the practice of granting "editorial privileges" that allow the staff to revise items after Commission votes; controls on the use of "delegated authority" by the staff; initiation of a meaningful process for retrospective review of agency regulations; and others.

Richard Wiley, former Chairman, Commissioner, and General Counsel of the Federal Communications Commission, and Chairman, Wiley Rein LLP
