The Free State Foundation Releases the Program Agenda for Its Fifth Annual Telecom Policy Conference

The Free State Foundation has released the program agenda for its Fifth Annual Telecommunications Policy Conference to be held on March 21, 2013, in the auditorium of the National Association of Home Builders, 1201 15th Street, NW, Washington, DC. The theme of this year's conference is: "Completing the Transition to a Digital World: How to Finish the Job and Why It Matters."

In releasing the agenda, Free State Foundation President Randolph May stated, "Each year our annual policy conference has gotten bigger and better, and this year certainly is no exception. I am especially pleased that Florida Senator Marco Rubio will deliver the opening keynote address. I'm sure he will get the conference off to a rousing start."

In his address, Senator Rubio, a member of the Senate Committee on Commerce, Science and Transportation and its Subcommittee on Communications, Technology and the Internet, is expectedto focus on his telecommunications priorities, including current Internet policy and governance and spectrum policy issues. For the lunch program, FCC Commissioner Ajit Pai will participate in a lively "armchair conversation" with FSF President Randolph May covering today's hottest, most important communications policy topics. And, Blair Levin, the former Executive Director of the FCC's National Broadband Plan effort, will offer the conference's closing remarks - on the third anniversary of the release of the plan.

In addition, there will be three panels featuring an outstanding lineup of senior-level industry executives, high-ranking FCC officials, and prominent academics and think tankers. The three panels will explore particular facets of the "Completing the Transition to a Digital World" theme: "The Right Regulatory Approaches for Wireline and Wireless Broadband Providers;" "The Right Regulatory Approaches for Video Service Providers;" and "The Right Regulatory Approaches for Successful Spectrum Policy and Auctions."

Panel speakers and moderators include: Rebecca Arbogast, Vice President, Global Public Policy, Comcast; Jeffrey Campbell, Vice President for The Americas, Government Affairs, Cisco; Michelle Connolly, Professor, Duke University; Steve Davis, Executive Vice President, Public Policy & Government Relations, CenturyLink; Gary Epstein, Chair, FCC's Incentive Auction Task Force; Stacy Fuller, Vice President for Regulatory Affairs, DIRECTV; Donna Gregg, Professor, Columbus School of Law; Rick Kaplan, Executive Vice President, Strategic Planning, NAB; William Lake, Chief, Media Bureau, FCC; Steve Largent, President and CEO, CTIA; Daniel Lyons, Professor, Boston College Law School and Member of FSF's Board of Academic Advisors; Robert McDowell, FCC Commissioner; Michael Powell, President & CEO, NCTA; Robert Quinn, Senior Vice President, Federal Regulatory, AT&T; Gigi Sohn, President & CEO, Public Knowledge; Deborah Taylor Tate, former FCC Commissioner and Distinguished Adjunct Senior Fellow, FSF; Tom Tauke, Executive Vice President, Verizon; Steven Teplitz, Senior Vice President, Government Relations, Time Warner Cable; Richard Whitt, Global Head of Public Policy & Government Relations, Motorola Mobility; and Richard Wiley, former FCC Chairman and Chairman, Wiley Rein LLP.

According to May: "This is a must-attend event for anyone interested in communications, Internet, and high-tech law and policy, and I am proud we are bringing together in one place and at one time so many prominent leaders and thinkers in the field. I have no doubt that the keynotes and the panels will be informative, interesting, and even entertaining. And I am confident that, when all is said and done, the discussions at the conference will contribute meaningfully to the development of sound policy - which, after all, is the Free State Foundation's primary goal!"
