In releasing the agenda, Free State Foundation President Randolph May stated, "Each year our annual policy conference has gotten bigger and better, and this year certainly is no exception. I am especially pleased that Florida Senator Marco Rubio will deliver the opening keynote address. I'm sure he will get the conference off to a rousing start."

In his address, Senator Rubio, a member of the Senate Committee on Commerce, Science and Transportation and its Subcommittee on Communications, Technology and the Internet, is expectedto focus on his telecommunications priorities, including current Internet policy and governance and spectrum policy issues. For the lunch program, FCC Commissioner Ajit Pai will participate in a lively "armchair conversation" with FSF President Randolph May covering today's hottest, most important communications policy topics. And, Blair Levin, the former Executive Director of the FCC's National Broadband Plan effort, will offer the conference's closing remarks - on the third anniversary of the release of the plan.

In addition, there will be three panels featuring an outstanding lineup of senior-level industry executives, high-ranking FCC officials, and prominent academics and think tankers. The three panels will explore particular facets of the "Completing the Transition to a Digital World" theme: "The Right Regulatory Approaches for Wireline and Wireless Broadband Providers;" "The Right Regulatory Approaches for Video Service Providers;" and "The Right Regulatory Approaches for Successful Spectrum Policy and Auctions."
