New Web Resource for Trust Land Managers and Stakeholders  

Western Lands and Communities, a joint venture of the Lincoln Institute of Land Policy and Sonoran Institute, has launched a new web resource, www.statetrustlands.org. Designed to be a clearinghouse of information and resources on state trust lands in the West, the new web site offers up-to-date state data, a history of state trust lands, and pages on specific topics of interest to trust land managers, such as asset management, renewable energy development, real estate development, and more. 

 

The highlights of the site are the ever expanding Legal and Resource Libraries. The robust Legal Library currently contains 162 legal cases pertaining to state trust lands from across the West. The Resource Library provides easy access to publications, links to relevant organizations, and sample documents all designed to connect state trust land managers to the information and tools needed to successfully carry out their fiduciary responsibility.
 
We welcome feedback on the clearinghouse's content, and are eager for new information and resources to feature.  Please contact Western Lands and Communities staff at sculp@sonoraninstitute.org if you have any questions, suggestions, or material to add to the site.  
Greater Collaboration Between State Trust Land Management and OHV Users

Utah's School and Institutional Trust Lands Administration has worked closely with public and private stakeholders to develop an off-highway vehicle plan for the 27,500 acres of state trust land in the La Sal Mountains area in southeastern Utah. This collaborative effort included figurative and literal bridge building; a volunteer group helped built a bridge across a Two-Mile Creek tributary. SPEAR Bridge was named after the group, San Juan Public Entry and Access Rights Association, which was instrumental in driving participation from OHV user community.

Arizona Passes State Trust Land Exchange Proposition

Proposition 119 restored authority to the Arizona State Land Department to engage in land exchange transactions under specific circumstances.  The constitutional amendment authorizes exchanges only with the federal government for the purpose of preserving military installations in the state, or to improve the management, protection, and public use of Arizona state trust lands. Every exchange is subject to two independent appraisals, as well as analysis of the impacts of a proposed exchange to the trust's income, on the natural resources and economy, the local fiscal impact to adjacent communities, and impact to local land use plans. The measure also included provisions for public comment and hearings, with the final exchange proposal subject to voter approval.

 

Arizona State Land Commissioner Maria Baier says passage of Prop 119 "...is one of the biggest things that has happened in Arizona land management in a very long time." After two decades of attempts to restore this critical tool to trust land managers in Arizona, Proposition 119 passed with an overwhelming 62.3% (at press time) of the public vote.

FY12 marked a record timber harvest for Idaho's state endowment lands. Idaho Department of Lands reported 330 million board feet of timber were harvested and valued at over $50 million.
