Administration Update
New Administrative Practices Introduced at FRES
Last fall's FRES Annual Leadership Retreat generated a series of initiatives that staff will begin to see put into practice. Specifically, FRES will focus this year on meeting organization and planning, as well a delegation of authority and approval at new levels to improve processes.
Best Practices for Meetings at FRES was recently shared via email, and the document also is posted on the FRES Intranet, under Staff Resources. All staff are asked to review these guidelines for scheduling meetings and actions to take before and during each meeting. (Intranet requires Pennkey and Password.)
The intent of delegation of signature authority approval levels to Executive Directors, Directors and Project Managers is to improve the overall processing efficiency and speed, ranging from sign off for construction cost events, change orders and other professional services to sole source purchases and approving use of new smart phones. Along with the additional delegation of authority comes added responsibility for thorough review of the paperwork to confirm that the pricing appears fair and reasonable, and that the documentation is in accordance with contract and University requirements. Periodic reviews will be conducted to confirm compliance with processes and procedures.
Penn's Way Campaign Surpasses Goal
The University exceeded its recent Penn's Way Campaign goal of $14.5M by collecting $1,511,283 - the current published total. The generosity of all of you in FRES contributed significantly to this annual charitable campaign. Proudly, we had a tremendous showing across the departments in FRES:

FRES Mustaches Appear for "Movember"  Facial hair came into focus in November as approximately a dozen FRES men grew mustaches in observance of "Movember" -- an annual event designed to raise awareness of men's health issues, such as prostate cancer and other male cancers, and associated charities. The goal of Movember is to change the face of men's health. The entire FRES staff was invited to vote on which man "changed his face" the most (or the best!), with the honor going to Julian Goresko, sustainability associate on the environmental sustainability team. FRES Holiday Drive Benefits People's Emergency Center
 This year, FRES supported the People's Emergency Center (PEC), an organization that is located in our backyard at 39th and Powelton Streets. The PEC provides care and help for homeless women and children. They not only provide them with a place to stay, but they teach them the skills needed to live on their own and be financially independent. PEC is also a great community partner that invests in commercial and neighborhood revitalization efforts.
We donated more than $1,400 worth of goods ranging from sheets to toothbrushes and diapers to winter accessories. These items will be used by the families in the emergency housing unit. Meredith Pollock, PEC coordinator of volunteer programs and institutional giving, expressed the group's thanks to FRES: "The donations were wonderful! ...Our staff was very impressed with the collection your team donated to PEC. We are extremely grateful for all of your efforts." FRES thanks the volunteers who organized our annual holiday charitable collection: Co-Chairs: Carole Mercaldo and Taylor Berkowitz. Recognition in the Field
The Dallas Chapter of The American Institute of Architects presented a 2013 Built Design Awards Honor Award to the architecture firm Gensler for The Kislak Center for Special Collections, Rare Books and Manuscripts. The AIA Dallas Design Awards recognizes outstanding work by Dallas architects, both in the metropolitan area and across the country. The purpose of the awards program is to honor the architects, clients, and consultants who work together to achieve design excellence.
Interior Design magazine has honored two Penn projects in the 2013 Best of Year Award in the category Education: Library:

NEW RETAIL ON CAMPUS

Coffee, Donuts, and Chicken on Sansom Street
Federal Donuts will add a University City location to its list of stores in February. "We are excited to welcome the homegrown Philadelphia venture, Federal Donuts, to our neighborhood as they will provide another enticing venue on Sansom Row. The innovative menu is quite unique from current offerings around Penn," commented Ed Datz, executive director of real estate in FRES. "This super popular concept should translate well to our campus and add to the vibrancy along this historic city block." Check out a sampling of Federal Donuts' menu at federaldonuts.com.
The "Art of the Noodle" Comes to Chestnut Street
An end-February opening is expected for Chattime Hand-drawn Noodle & Japanese Restaurant at 3608 Chestnut. This addition to the food scene (to be located next to Wawa) will offer hand-drawn noodles, Japanese sushi, and hibachi and teriyaki menu items, as well as Taiwanese Bubble Tea. Chattime's website is under construction.
REAL ESTATE DEVELOPMENT
Work continues on a number of new projects managed by FRES Real Estate department as the Spring 2014 semester opens. Site work for the planned office building at 3901 Walnut Street should be visible by the end of January. Demolition work, too, should begin in this period to make way for 3939 Chestnut, the HUB II project that will add residences and retail to this corner of campus. Brisk construction over the winter has resulted in the rise of the residential tower at 31st and Chestnut Streets, called EVO. This 33-story building (pictured) will increase housing options for graduate and professional students in University City.
ARTS & CULTURE
Through February 8, the 40th Street Artist-in-Residence Program is hosting the 4th Annual Friends & Neighbors Exhibit. Each artist participating in this year's AIR program has invited two friends, neighbors, students or colleagues to showcase their work in this special exhibit. Visit Saturday February 8th, 1-4pm, at 4007 Chestnut Street, First Floor.

The Rotunda, in partnership with a West Philadelphia community theater organization named Project Arts, will produce Avenue Q: School Edition. This hit musical will be used as a teaching and activism tool for teens, most of whom don't have access to theater at school. Performances are scheduled for March 21, 22, 23, 28, 29, and 30. All FRES employees are eligible for 2 free tickets to a show. Contact Gina@TheRotunda.org to request tickets.

Completed Projects
Contributions to all projects are made by the Office of the University Architect and the Department of Operations & Maintenance to bring building projects from the design stage to occupancy and operation.
$24.5M Restoration of ARCH Completed
The start of the Spring 2014 semester marked the completion of the $24.5 million renovation of Penn's Arts, Research and Culture House (ARCH), the late-Gothic Revival building located at 36th Street and Locust Walk. The ARCH will offer a central location on campus for students to gather, study, dine, enjoy art exhibitions and stage or attend performances. The ARCH is home to three cultural resource centers: La Casa Latina, Makuu: The Black Cultural Center and the Pan-Asian American Community House. These student-focused centers share the building with the Center for Undergraduate Research and Fellowships, a new caf�, lounges, study spaces and a high-tech multi-use auditorium/classroom. While the building was open for the start of classes on January 15, the University community plans to celebrate the re-opening on February 6 with an open house. New Areas Under Construction
Celebrations for the New College House on Hill Field
University enthusiasm for the New College House is overflowing, as seen at a ceremonial groundbreaking at the 34th and Chestnut Streets site in November. President Amy Gutmann was joined at the celebration by Penn Trustee Chair David L. Cohen and major donors to the project. The New College House on Hill Field is Penn's first-ever residential building specifically designed as a college house, the University's residential system that brings together undergraduates, faculty, staff, and graduate students to form shared communities within the larger campus context.
All of the University community was invited to the groundbreaking where lunch was served and student performing arts groups Penn Masala, Penn DuRe, and Penn Sirens entertained the crowd. President Gutmann joined Mr. Cohen and the day's honored donors in a ceremonial planting of the seeds for the lifted lawn (pictured) meant to be the highlight of the celebration.
Construction on the site began in December 2014, with completion of work anticipated for the move in of student residents in August 2016.
Kaplan and Mudd Demo Make Way for New Construction
 The new Neural-Behavioral Sciences Building will rise along University Boulevard in the space occupied until recently by the Kaplan and Mudd buildings. Demolition in January took down these dated structures, making way for the new learning center for Penn undergraduates who major either in Biology, Psychology, or the Biology Basis of Behavior program. |
Towards a Greener Campus
Power Down Challenge Set for February 2014
Students, faculty and staff will compete in February to see how much they can reduce their electricity use in this year's Power Down Challenge. To be held February 3 through March 2, all College Houses and seven campus non-residential buildings will do their best to save electricity and claim the title of Power Down Champion. The Power Down Challenge is designed to raise awareness of energy savings and support Penn's Climate Action Plan goal of reducing campus energy use by 17% in 2014 (from our 2007 baseline).
The participating buildings this year are:

Green Fund Recipients Apply Gamification to Recycling The Green Campus Partnership has awarded a Green Fund Grant to a group of students in Penn Engineering to conduct a behavioral study that will examine and influence recycling habits on Penn's campus. The award recipients plan to use three gamification methods to study recycling behavior: weights on LDC display, facts on LCD display, and an interactive smartphone application. They plan to use the collected data about recycling behavior to make recommendations to Penn and other potential stakeholders about the type of bin, location for the bin, and instruction on the bin for recycling. ReThink Your Footprint Makes a Mark Across Penn  Missed some of the best stories from the fall ReThink Your Footprint campaign, calling attention to ways we reduce, reuse, recycle across campus? Take a look at the special issue of the Green Campus Partnership e-newsletter that shares creative initiatives from those three weeks in November: 2013 QuakerFest Achieves 94% Diversion Rate, Student Eco-Reps Tote Their Trash Along, ReThink Your Clothes Closet - Donate to Goodwill, and many others in the December 2013 issue of Red & Blue on College Green. Attendees at 2013 GreenBuild Tour Penn The 40,000+ attendees at Greenbuild 2013 International Conference and Expo visited Philadelphia, November 20-22. A plus for Penn, being located in the host city, is that the University was able to show off its green spaces, LEED-certified buildings and other infusions of environmental sustainability into its historic campus to Greenbuild attendees. Nearly 200 conference attendees signed up for pre- and post-conference tours in the Greater Philadelphia area, including six hosted on Penn's campus. Stops on the tours included the Music Building, Shoemaker Green, Richards Medical Lab Building, and the Morris Arboretum.

 The story of the Green Campus Partnership is told in a recent video produced by University Communications and stars Penn's Environmental Sustainability Director, Dan Garofalo. Focusing on the recent ReThink Your Footprint campaign, the video covers Penn's efforts to reduce, reuse, recycle, and provides an overall picture of Penn's sustainability initiatives.
