In 2015, Environmental Liability Transfer (ELT) assumed responsibility for legacy environmental issues at a 425-acre retired steel mill in Claymont, DE. Today, the property is cleaner, safer, and just took a major step forward.

Last week, the site received a $10 million federal TIGER grant toward a new transportation center, expected to "ignite growth in Claymont".

CDC joined Gov. Jack Markell and US Senators Tom Carper and Chris Coons in Claymont last week to announce the grant and to celebrate the ongoing renewal of this important northeast brownfield site.

The former Evraz Steel Mill is currently being transformed into a development called "First State Crossing" - which includes a transportation center, a mix of offices, and a logistics center for container shipping. Local officials estimate that the project could bring in as many as 5,000 jobs to the area. Read More

Seeking to Acquire Environmental
Liabilities & Non-Core Assets

Complete "Walk Away" Solution

Over $1 Billion Acquired

Environmental Liability Transfer, Inc. has agreed to assume legacy environmental liabilities at 17-site portfolio from a company in the oil-services sector. ELT has taken ownership of the environmental liabilities, secured remediation with a fully-funded environmental trust, and provided a robust indemnification package to the Seller. The real estate assets were also purchased by ELT, at a price in excess of $10 million USD. The transaction was finalized in July 2016.

"This transaction provided economic AND sustainability benefits to the Seller," said Tim Smith, Senior VP at ELT. "We removed the environmental risk from the corporate stakeholders and jumpstarted the environmental clean-up process at the same time. These brownfield sites are now on a pathway to environmental restoration - contamination will be abated, the environment will be restored, and the properties will be cleaned and repurposed for their highest and best use."

Complete "Walk Away" from Environmental Risk

We have found that a brownfield site will remain in a perpetual state of decay until engaged by an outside catalyst. CDC, ELT, and EAG can jumpstart environmentally-distressed properties by providing a fresh infusion of capital, a legal transfer of environmental risk, a fully-funded clean-up plan, and a fresh vision for redevelopment.
