The Congressional Black Caucus Foundation, Incorporated (CBCF) announced President Barack Obama as the keynote speaker for the 44th Annual Legislative Conference (ALC) Phoenix Awards Dinner, 6 p.m., Saturday, Sept. 27 at the Walter E. Washington Convention Center in Washington, DC. "We are again honored to have former CBC member President Barack Obama address this year's Phoenix Awards Dinner," said A.
