SEPTEMBER 14 JPSB MEETING AGENDA
Special Session Board Meeting
  • Public Hearing - FY 2016 Budget
      • Revenues
        • Projected sales tax revenues - down 2.91%
        • Projected ad valorem (property) tax revenues - no change
        • Total revenues projected - $585,245,144
      • Expenditures
        • Total expenditures projected - $603,299,150
      • Fund balance
        • Begins year at $234,356,025
        • Projected transfer from fund balance - $22,524,221
      • Changes / concerns
        • Includes one-time proceeds from BP Oil Spill settlement
          • Also includes payment of legal fees associated therewith
        • Two schools are opening
        • Long-vacant staff positions are being filled
        • Employer contributions to retirement systems are high due to state-wide unfunded accrued liabilities
          • TRSL Regular - 26.3% of salaries
          • TRSL Plan B - 28.8%
          • TRSL ORP - 28.2 %
          • LSERS - 30.2 %
          • LASERS - 37.2 %
    • Public comments
      • JFT representative pointed out that salary annual step increases were still eliminated from the budget
        • Urged Board to find ways to increase salaries
      • No other comments were received
  • First Readings
    • Proposal that no line item budget transfers be made over $10,000 without Board approval
  • Adoption of FY 2016 Budget
    • Amendment was made and passed that no line item budget transfers be made over $10,000 without Board approval
    • Amendment was moved and seconded that the position of staff Chief of Legal Services be eliminated as of 9/30/2015
      • Another Board member said it was inappropriate to delete staff position from the Superintendent's organization chart that the Board had already approved
      • Superintendent said he was "shocked" that one of his staff members would be eliminated without prior discussions with him about the position
      • Contracted counsel told the Board their billing would probably increase to pick up the extra work now done by in-house staff counsel
      • The proposed amendment was then withdrawn
    • The budget was then adopted with the amendment on line item transfers
  • Belair, et. al., vs JPSB
    • Following an Executive Session, the Board reconvened and approved  a settlement in the case for $823,686.51
    • The contract extension was approved
  • Public Comment - sign up prior to start of meeting
    • No one signed up to speak
