The Orleans Parish School Board held a meeting of its Policy Committee on Monday, August 17, 2015, in the OPSB Timbers Park Office Building

Policy Committee
 
    • Summary of the history and schedule of the revision process
    • Clarification of Administration's position on key elements of charter policies
      • Common enrollment system
        • Must work for all parents and children
        • Must work for all schools
        • Should be under OPSB rather than RSD as currently operated
      • Open admissions
        • Existing admission requirements can remain
        • Portfolio program differentiation encouraged
      • Transportation
        • All open admission schools provide transportation
        • Schools without transportation now will need to look at how to provide access
      • Autonomy
        • Honor current contractual and statutory provisions
    • Superintendent continues to have meetings with stakeholder groups
    • Superintendent will have administrative meeting with all charters invited - OPSB, RSD, and BESE - Room 4050 on 10/25/2015 at 1:00 p.m. - to discuss policy
    • Superintendent wants all school leaders to come together to better serve parents and students
    • He wants the next ten years to not be about recovery but rather how to provide the best possible education for the city
    • Revisions to Policy HA will be on the agenda for the September Policy Committee Meeting and possibly the Board Business Meeting of the same day

    • First reading only
  • Revised OPSB Policy Section D, Fiscal Management
    • First reading only
  • Revised OPSB Policy Sections A-C
    • Second reading
    • Attorneys reviewed several items from policies with Board members
    • Forwarded to full Board with a recommendation for approval by a 2-1 vote
  • Adoption of OPSB Policy JR, Student Privacy and Education Records and Deletion of Policy J952, Student Records
    • Action item to comply with new student privacy laws and recent Attorney General opinion
    • Forwarded to the full Board with a recommendation to approve
  • Proposed Changes to OPSB Committee Meeting Times
    • A Board member proposed that all committees start meeting beginning at 9:00 a.m. instead of 1:00 p.m.
    • Much discussion ensued about morning meetings decreasing access for school leaders and parents
    • Consensus was to continue the current policy of Board Chairpersons setting meetings after conferring with the Superintendent  
  • Notice of Proposed Recoding of OPSB Policies HAB (formerly A128) and HC (formerly A129)
    • Recoding with no changes to policies except for "technical" amendments
    • Forwarded to full Board with recommendation to approve on a 2-0-1 vote
