April 15 - Special Session Board Meeting

Bond Issue Consent Items

Reviewed and approved the recommendations of the Administration and Board Bond Counsel


Appointment of Superintendent

Conducted an election among Board members
  • Appointment of Superintendent of Schools for JPPSS
    • Elected Isaac Joseph by a 6-3 vote
    • His proposed entry plan can be read here
       

 

April 22 - Executive Committee Meeting

Discussed items pending later before JPSB and took any action, if so indicated

  • Cooperative Contract Agreement with Jefferson Parish Government and New Era Technology and augmentation of Technical Support Services for JPPSS
    • Allows JPSB to get assistance with maintenance and support of extensive computer hardware and software 
  • Casualty Insurance renewal policies with an effective date of May 1, 2015
    • Selection via competitive RFP
    • ACE American insurance Company - $ 469,705
    • Safety National - $ 219,821 
  • Third Party Administrator service contract with an effective date of May 1, 2015
    •  CCMSI - $ 67,970
  • Professional Service Agreement with Teach For America (TFA) to provide 10-20 highly qualified teachers to JPPSS for the 2015-2016 and 2016-2017 school years
    • Committee decided to defer this item and remove from Consent Agenda of Board Meeting
    • Favorable comments were that TFA gave principals another source of filling teaching vacancies, especially in hard-to-fill STEM, ELL and special education positions, besides JPSB's recruiting and job fairs
      • Contract would include recruitment, training, and post-hire support
    • Opposing comments were that long-term retention of TFA teachers was poor
      •  Board requested staff to provide more information by May 6 JPSB Meeting
  • Superintendent contract
    • Board President negotiated changed from published draft
      • $ 200,000 annually
      • JPSB to provide automobile
      • Duration will only be 18 months
      • Performance goals and objectives TBD prior to June 30, 2015
    • Some Board members expressed concerns that contract should be at least 24 months to allow real progress and reforms  
  • BoardDocs (Paperless Governance Solutions)
    • New system will replace current ESB system
    • Lower cost and more efficient operations projected

Consent Agenda

Approved all items except as noted otherwise

  • Several representatives of three charter schools turned in cards to speak in opposition to the vote on the aggregate Consent Agenda without three expected items relative to their respective charters
    • Kenner Discovery Health Sciences Academy - approval of LA-4 pre-K program with State funds
    • Jefferson RISE charter - approval of its operating agreement
    • Laureate Academy - approval of its operating agreement
    • The schools wanted to testify that the Interim Superintendent has been submitting their items for the Board's agenda but that the Board President has been pulling the items from the agenda
    • The Board President ruled their presentations out of order and refused to allow them to speak or to recognize their speaker cards  
  • Expulsions/Alternative Site Placements
  • Advanced Study Academies Admission and Dismissal Policies and Procedures Revision
  • Engagement of Carr, Riggs and Ingram, LLC for the Fiscal Year 2015 audit
  • Tabulation and Recommendation for CN Diverted Commodity Processing (RFP 3100)
  • Contract for "Unemployment Cost Management" with Equifax
  • Contract for "The Work Number" with Equifax
  • Proposed Purchase Via State/WSCA Contracts
  • Payment of full and final settlement of employee, P.D., workers compensation claim #  3201618

    • Rycars Construction, LLC - $743,671 and one hundred eighty (180) calendar days for roof replacement

    • Was deleted from the agenda by Executive Committee
    • Defeated by a 4-4-1-0 vote a motion to add back to the agenda and approve
    • Favorable comments were that TFA gave principals another source of filling teaching vacancies, especially in hard-to-fill STEM, ELL and special education positions, besides JPSB's recruiting and job fairs
      • Contract would include recruitment, training, and post-hire support
    • Opposing comments were that long-term retention of TFA teachers was poor and that cost would be better spent elsewhere
      • Board requested staff to provide more information by May 6 JPSB Meeting
    • TFA delegation spoke in support of their programs and with concern about negative impact of delaying approval
    • JFT president spoke to say that she thought TFA had a role in the school district but that it should not be a long term solution to teacher shortages
      • Gave opinion that teachers needed more incentives to be hired and stay: higher pay, more professional development, and mor respect
  • Acceptance, Helen Cox High School, Project No. 2012-20
  • Third Party Administrator (TPA) service contract with an effective date of May 1, 2015
  • Casualty Insurance renewal policies with an effective date of May 1, 2015

    • Board Counsel stated that he did not see any legal restrictions to keep the Board from hearing the people as long as the Board was not taking a vote on an item not on the agenda
    • Board President refused to recognize the motion

    • Received several recommendations of Board members for items to be placed on agenda on next meeting

      • Prohibition against a Board member threatening administration for submitting an agenda item
