This joint issue of the OPSBrief and the RSDigest covers two important meetings held on Thursday, March 5, 2015, which relate to school children city-wide:
  • The Orleans Parish School Board's Special Board Meeting at 11:30 a.m. in Room 4050 of the OPSB Timbers III Office Building.
  • The New Orleans City Council's Joint Meeting of the Transportation and Airport Committee and the Community Development Committee at 9:30 a.m. in the City Council Chambers.

REPORT FROM MARCH 5 SPECIAL MEETINGS
Orleans Parish School Board's Special Board Meeting
    • Did not approve the contract but rather discussed various aspects of the terms to provide guidance to Board's attorneys in completing negotiations
      • Draft contract had only been completed and given to Board two days before and they did not have chance to discuss
      • Expect final draft for next week's Committee Meetings
    • Major points included the following:
      • Salary and other compensation
        • Compare with similar sized Louisiana systems and charter CMO CEO salaries
        • Base salary, incentive bonuses, automobile allowance, etc.
      • Length of contract
        • How many years and whether to expire in December or June
        • Advance notification of non-renewal
      • Authority of Superintendent to fire, hire, reorganize
      • Specific performance objectives
  • Board Committee Assignments for 2015
    • Adopted the list of Committee assignments as shown on the posted agenda
  • Revised 2015 Calendar of Board and Committee Meetings
  • Executive Session
    • Potential Litigation regarding Contractor's Delay Claims for the New Moton ES
  • Reconvened Open Session
    • Waived any potential conflict of interests arising from use of Special Counsel in resolving Moton Contractor's Delay Claims

New Orleans City Council's Joint Committee Meeting      

  • School Transportation Safety Working Group Presentation
    • Comprehensive set of recommendations for improving transportation safety throughout the city 
      • Recommendations were pursuant to two Unifying Aims
        • Improve the safety of students going to and from school
        • Improve the efficiency and sustainability of efforts to achieve that safety
      • Recommendations were arranged under eight Priority Target Areas
        • Community education and outreach campaign
        • School crossing guard program
        • School zone signage, safety, and markings
        • Enforcement
        • City Planning Commission Conditional Use process
        • School buses and plans
        • Pilot programs to promote efficiency
        • Improved planning processes
      • Report of immediate actions steps already underway 
    • Working Group includes City Council, Eastbank Collaborative of Charter Schools, OPSB, RSD, City Department of Public Works, NOPD, Kids Walk Coalition, Bike Easy, City Health Department, RTA, OPSB Security Department, KIPP, Wilson, Akili , other charter management organizations, and others 
      • Disclosure: Ken Ducote and Rose Peterson had major roles in the presentation and on the Working Group
