- BESE Meeting of the Committee of the Whole to discuss Recovery School District Matters held on Wednesday, February 25, 2015, at 6:00 p.m. in the new Morris Jeff Community School (Fisk-Howard Campus), 211 South Lopez Street, New Orleans 70119.

In addition, OPSB and RSD, through their construction program managers, Jacobs.CSRS, are holding a briefing to prepare and inform certified DBE firms, contractors and subcontractors about the new Construction Manager at Risk procurement process to be used for capital projects at Booker T. Washington, Edna Karr and John McDonogh High Schools. The briefing will be held on Saturday, February 28, 2015, at 10:00 a.m. at the Dryades YMCA Cafeteria, 2220 Oretha Castle Haley Boulevard. School Innovation and Turnaround Committee - RSD Management Issues
- EnrollNOLA - Centralized enrollment system for Orleans Parish
- Received reports from staff with no other action taken
- Hear comments from two members of the public
- Appreciated full report
- Noted that choice existed in Orleans pre-Katrina via centralized Permits Office and approximately 60 schools with citywide access programs
- Believed OneApp catchment to be too large
- Concerned that OneApp transfer process failed to assist families with unique hardships
- Concerned about unintended consequences from annual school closing processes
- Believed all schools should be in OneApp
- Superintendent Dobard expressed hope that remaining OPSB schools would voluntarily accelerate their OneApp entry

- Approved seven amendments to capital projects contracts totaling $128,510

- Einstein Charter Schools was selected to operate the Sarah T. Reed HS

- New Orleans court has issued an order delaying the selection for that campus

- From Collegiate Academies - in support of the selection
- From KIPP Believe - concerns about lack of permanent school location for their school
- From John McDonogh Steering Committee - concerns about the process used, especially perception that it was impossible for direct-run schools to be considered for the campus
- From Wilson ES parents - support for process as it worked out but want other school parents to know that they must organize independent of their existing charter boards to make sure they are
- From VAYLA - in support of the selection
- Miscellaneous individuals dissatisfied with RSD
- From one individual who asked that people look at school siting decisions not as allocating a building as a commodity but rather as being a living cultural entity for the parents and neighborhood
