The Orleans Parish School Board held monthly Committee Meetings for three of its Committees on Thursday, October 9, 2014. Two Committees did not meet: Legal & Legislative and Policy.
The Committees typically review and discuss items prior to their consideration at a Board Business Meeting and review the progress of the implementation of items previously approved by the Board. The next Board Business Meeting is scheduled for Tuesday, October 14, in the Mack Spears Auditorium of the McDonogh 35 High School, 1331 Kerlerec Street. The meeting is expected to be convened at 4:00 p.m., an earlier time then usual, due to the Night Out Against Crime activities in the community later that evening. REPORT FROM OCTOBER 9 OPSB COMMITTEE MEETINGS

- Cowen Institute's 2014 State of Public Education in New Orleans Report
- OPSB Academic Focus for 2014/2015 for direct-run schools
- Received and discussed reports from Administration and school leaders
- No action taken but suggestions given for future reports
- Staff also discussed new plans for academic audits of each school
- 9th Ward Field of Dreams - Resolution 28-14
- Committee voted to forward to full Board with recommendation to approve
- Cooperative Endeavor Agreement for construction of athletic facility on the Carver HS Campus via outside funding
- 5000-seat football stadium, track, and other facilities
- Two representative of the non-profit partner explained plans to build stadium
- Administration said the stadium was needed
- Capital Projects report
- Received and discussed report from Administration
- New Harte ES scheduled to open December 2
- Update on OPSB surplus properties
- Received and discussed report with no action taken
- Superintendent gave the status of negotiations with City and HANO
- Expect next property auction near end of 2014
- Attorneys have expressed opinion that state law about charter schools getting first chance to purchase surplus schools does not apply to vacant land
- One person expressed desire to put the old Carrollton Courthouse back into commerce
- CEO of N.O. College Prep expressed desire to pursue alternate ways of acquiring vacant site of former Hoffman ES
- Innovative Approaches to Literacy Grant
- Committee voted to forward to full Board with recommendation to approve
- Two year grant - $750,000 for first year
- Audubon, Einstein, McMain, Plessy, McDonogh 35, N.O. Science & Math
- Representative of Eastbank Collaborative of Charter Schools testified in appreciation for the way the central office staff worked with the school staffs to develop the program and grant
- Comments applied to both grants under consideration
- Representative of John McDonogh Steering Committee expressed desire for that school's participation in such grants if OPSB controls the site and reopens the school
- School climate transformation grant
- Committee voted to forward to full Board with recommendations to approve
- Five year grant - $525,000 first year
- Harte, Karr, Einstein, Encore, McDonogh 35
- Representative of John McDonogh Steering Committee expressed desire for that school's participation in such grants if OPSB controls the site and reopens the school
- Technical support of IT Department
- To expand technical assistance to direct-run schools
- By publicly competitive RFP - Ultimate Technical Solutions, Inc.
- $135,000 for one-year with option to renew for up to two more years
- Firm is DBE-certified so DBE % = 100%
- Committee voted to forward to full Board with recommendation to approve
- Executive Session RE Interim Superintendent
- A motion to recess into Executive Session failed to pass
- The meeting was thus adjourned
