The Orleans Parish School Board held a Special Board Meeting beginning at 2:00 p.m. on Thursday, May 22, 2014, in OPSB's Timbers III Office Building, 3520 General De Gaulle Drive.

REPORT FROM MAY 22 OPSB SPECIAL MEETING
Superintendent's Agenda
Received Administration's pubic announcements with no action needed or taken
  • Facilities Legislation Notice
    • Schedule of Events for election with respect to pending funding legislation (HB 1271)
    • No decision being made yet but public notice made that OPSB may consider it soon
      • Possible dates for election in November or December 2014
    • Background information from OPSBrief: Legislation creates conditions under which existing millage for capital improvements can be preserved for maintaining buildings currently being built, renovated, refurbished or stabilized
      • If no action taken, current millage dedicated to debt service would be phased out as the debt is retired over next few years
      • HB 1271 gives opportunity for local voters to approve the preservation of the millage and dedicate it exclusively to building preservation and restoration, including capital maintenance
      • HB 1271 provides parameters for use, implementation, accountability, etc. of funds
      • FEMA funds cannot be used for maintaining buildings, only for initial hurricane recovery
      • If no action taken, end of FEMA funding will result in end of capital funds to replace roofs, waterproofing, HVAC systems, etc. as their useful lives end over future years 
        • Will result in the deterioration of facilities back to their pre-Katrina states

    • May 22 - General Fund Budget available for public inspection
    • June 12 -  Public Hearing on General Fund Budget
    • June 12 - Special Board Meeting to consider adoption of General Fund Budget
    • August 20 - Consolidated Budget available for public inspection
    • September 11 - Public Hearing on Consolidated Budget
    • September 11 - Special Board Meeting to consider adoption of Consolidated Budget
Action Items
Received and discussed staff recommendations and took action as indicated
  • Lusher (Fortier) Modular Buildings
    • Approved the award of contract per public bid
    • To house middle school program during Stabilization Project in main building - two years estimated
    • Includes rental of 22 classrooms, delivery, installation, and later demobilization
    • Crescent Commercial Construction - $ 2,863,000.00 - DBE commitment = 33% 
    • OPSB to receive reduction in price of $ 32,618 because bid was for 23 (vs. 22) classrooms
    • Original estimate by Jacobs/CSRS was $ 2,966,686
    • Bids came in at $ 164 less per classroom than units at Harte in 2011.
  • Textbook Adoption - K-12 2014
    • Approved new Reading, English/Language Arts, and Mathematics textbooks
    • For OPSB direct-run schools
    • Includes textbooks, resource materials, on-line materials
    • Geared to Common Core competencies
    • Total Cost = $ 722,657.90
  • Resolution 08-14: Capital Projects Budget Amendment # 5
    • Adopted the resolution
    • Stabilization/restoration of historic building plans flooded in Central Services Building during Hurricane Katrina
    • FEMA funds - $ 317,075
Executive Session

  • Interview and discuss qualifications of Superintendent candidates - projected to take approximately 7 hours
