Four Committees of the Orleans Parish School Board held their regular monthly meetings on January 16, 2014, in Conference Room 4050 of the OPSB Timbers III Office Building, 3520 General DeGaulle Drive.

 Committees typically review and discuss items that will subsequently appear on the agenda for a future Board Business Meeting and review the Administration's progress in implementing  items already approved by the full Board. 
The next Board Business Meeting is scheduled for 5:00 p.m. on Tuesday, January 21st in the Auditorium of McDonogh 35 High School, 1331 Kerlerec Street.

REPORT FROM JAN. 16 OPSB COMMITTEE MEETINGS
  • Thurgood Marshall College Fund Collegiate Academy at SUNO
    • Received a report from the Administration on the progress of implementing the OPSB-approved charter school
    • School is now scheduled for opening in 2015-2016
  • OPSB 2014 process and timeline for requesting new charter applications
    • Received a report from the Administration
    • State mandates timeline so that any rejected applicants have time to apply to BESE for Type 2 charters
    • Request for Applications will be issued on February 7 and applicant orientation begins in February
    • Discussed including in the RFA a list of which school types were specifically encouraged due to unmet needs, desired themes, or underserved populations and which grade levels or populations were sufficiently served by the existing numbers or types of schools
  • Warren Easton HS campus expansion
    • Approved forwarding to full Board and Budget & Finance Committee with recommendation to approve
    • Former hospital site - complete vacant square across the street from the school - in 3100 block of Canal Street
    • Purchase to be in name of OPSB with funding shared between OPSB and the charter
    • Subject to acceptable Environmental Assessment and legal review
  • Booker T. Washington HS campus expansion
    • Approved forwarding to full Board and Budget & Finance Committee with recommendation to approve
    • Former tomato warehouse site - currently vacant
    • Subject to acceptable Environmental Assessment and legal review
  • November 2013 Capital Projects Status Report
    • Received the Administration's report
    • Requested more information on project schedules and progress
  • McDonogh 7 ES (Audubon ES Extension)
    • Heard delegation from Audubon Charter concerned about delays in completing work
    • Meeting at site to resolve scheduled for next morning

Legal and Legislative Committee

  • Executive Session to consider and discuss litigation matters
    • Insurance Litigation - Hurricane Katrina wind damage
      • Received a status report  - no action taken
    • Construction Potential Litigation - Audubon ES Renovation steel framing
      • Received a status report  - no action taken
    • Expropriation Litigation - McDonogh 11 ES
      • Will discuss at Business Meeting a waiver of potential conflicts caused by merger of law firms

    • Approved forwarding to full Board with recommendation to approve

    • Received and discussed report from Administration
    • OPSB still holds $39,088,209 in "deferred revenues" pending guidance from State as to distribution allocations
    • Revenues are expected to pick up as recently mailed property tax bills are paid
  • Capital Budget FY 2014 Amendment # 1 from November 19, 2013, OPSB meeting
    • Received Administration report on budget line items to clarify Board's floor amendments when it voted on the items
    • Heard delegation from Karr HS concerned that school should be large enough to hold its projected enrollment
    • Invited Karr alumni and former staff members to celebrate Karr's 50th anniversary on January 25th
