The Orleans Parish School Board held its monthly Board Business Meeting on Tuesday, December 17, in the Auditorium of McDonogh # 35 High School.

REPORT FROM DECEMBER 17 BUSINESS MEETING
Superintendent's Agenda
Received a presentation from staff with no action taken
  • Common Core update
    • Written report compared and contrasted current state policies with new state policies.
    • LEAP being replaced by PARCC
      • Reported that new HS testing policy would be out in January
    • New school letter grade system
    • New teacher accountability factors
    • New transitional 9th grade at HS
    • Dry run of electronic testing
Presentations
Heard presentations from stakeholder delegations with no action taken
  • Sarah T. Reed HS community and student presentation
    • RSD phasing out Reed HS as direct-run school over next two years
    • Stakeholders want OPSB to take back Reed HS
    • Building shared with charter now
    • Do not want building to be swing space - want neighborhood HS
    • Want HS to have diversity as the neighborhood has
    • Says Reed HS does not have the textbooks and student services it had pre-Katrina
    • Would like a good school to receive students completing Einstein Charter ES
    • Neighborhood HS would reduce need for long bus rides to and from Village de l'Est
    • Reed HS perceived to underserve Vietnamese area students
    • OPSB President Ira Thomas reported that discussions are being held with RSD to see what transition is possible
  • UTNO presentation
    • United Teachers of New Orleans, AFT local that had collective bargaining agreement with OPSB to represent teachers, paraprofessionals, nurses, social workers, and clericals from 1974 to 2005
    • Would like to share its vision for educating all students in Orleans
    • Believes current levels of student support services are inadequate
    • Wants a collaborative system
    • Believes educational stakeholders need to be included in policy discussions
    • Asked for OPSB at next meeting to vote to support UTNO's vision
Committee Reports
Announced that no Committee meetings were held in December

Action Items
Received and discussed recommendations from Administration and took action as indicated 
  • 2014 calendar of Board and Committee meetings
    • Approved proposed calendar with the understanding that the January meeting dates may change
  • Cisco Smartnet contract
    • Approved the proposed new contract to upgrade current systems to very high bandwidth to accommodate forthcoming state testing and instructional needs
    • Awarded via authorized state contract (meaning essentially "pre-bid" by state) - Transformyx, Inc. - $421,074 
  • McDonogh #7 ES asphalt project bids
    • Approved by a 6-1 vote
      • Fleming Construction, LLC - $197,000 - via public bids
      • Resurface hard surfaced areas of campus
      • DBE participation = 32.4%
    • Administration also reported on readiness for school to receive Audubon ES Extension
      • Move from Carrollton Courthouse site to begin on December 26 and take 3 to 4 days
      • Repairs to building total less than budget so far
      • Fire Marshal inspection to be held prior to opening
  • Historical marker for Landry-Walker HS
    • Approved community proposal for state historical marker to be placed on site 
    • Community to pay costs
Executive Session
Recessed into closed session to discuss current litigation and then reconvened to take action as indicated
  • Approved General Counsel's recommendations to settle two worker's compensation cases
  • Announced that it had received and discussed an insurance litigation status report without any action to be taken at this time
