The Orleans Parish School Board held its regular monthly Committee Meetings on November 14, 2013, at the Timbers III Office Building, 3520 General De Gaulle Drive. The Board had also planned to hold a Special Board Meeting after the Committee meetings, but that meeting was cancelled due to a lack of a quorum.
 
Committees usually review and discuss items that the full Board will consider at a later date and review the progress of implementing items which the full Board has already approved.

 

OPSB will hold its November Business Meeting at 5:00 p.m. on Tuesday, November 19, in the Auditorium of McDonogh 35 High School, 1331 Kerlerec Street.

NOVEMBER 14 OPSB MEETING AGENDAS

  • School Performance Scores (SPS)
    • Received report attached to agenda
      • Information on SPS by school, trends, free and reduced lunch and special education enrolment 
      • Highlighted overall high performance of OPSB schools, including charters
        • Five rated A
        • Eight rated B
        • Two rated C
        • Three rated D
        • Zero rated F
  • Type 5 Transfer Process
    • Seventeen RSD Type 5 charters are eligible to return to OPSB
      • According to BESE policy, an RSD Type 5 charter is eligible to return to OPSB (as a Type 3B charter) if it meets certain criteria
        • Under RSD jurisdiction for at least four complete school years (plus current year), and
        • School Performance Score (SPS) of 80.0 or above for 2012, and
        • SPS of 54.0 or above for 2013
    • Eligible charters must notify BESE by January 2, 2014, of their determinations regarding return
      • Decisions are made by individual charter boards at public charter board meetings
    • RSD and OPSB will meet privately with charter administrators to discuss the option
  • Recent state legislation allows Type 5 charters returning as Type 3B to retain their status as Local Educational Agencies (LEAs)

Legal & Legislative Committee

Received reports from General Counsel and took action as indicated 

  • Executive Session to consider litigation matters
  • Reconvened in Open Session and took the following action:
    • Approved attorney's recommendations for settlements in two employee cases and one personal injury case
    • Reported also discussing the status of insurance litigation over Katrina wind damage
    • Reported also receiving  general report on all litigation

OPSB Policies for First Reading

Received and discussed proposed amendments to three existing policies and invited the public to give comments over the next 30 days
