Greetings!

 

The Master Plan Oversight Committee met on Thursday, May 9, 2013, at 6:30 p.m. at the Orleans Parish School Board Timbers III Office Building, 3520 General DeGaulle Drive.
 
OPSB and BESE established the Oversight Committee when the Master Plan was first adopted and provided a framework for its membership and responsibilities. 
 
The purpose of the Committee was defined to be two-fold:   

  • Assure the public that the Master Plan will be completed on time and on budget
  • Assist BESE and OPSB with effective implementation of the Plan
The Committee has the following oversight responsibilities:
  • Review annual capital budgets
  • Review progress of Master Plan implementation
  • Review needed changes to the approved Master Plan
  • Review demographic changes in Orleans Parish and compare them to Plan projections
New members were recently appointed to the Committee, which had not held a formal meeting in over one year.  Members are automatically excluded from doing any business associated with the Master Plan and its projects. The members are as follows:

 

  • Individual experienced in construction management and value engineering, nominated by local universities - Alexandra Stroud
  • Representative nominated by the local chapter of the Associated Builders and Contractors - Vacant
  • Certified public accountant or financial auditor familiar with construction - nominated by the local chapter of the American Institute of Public Accountants - James Alack
  • Nominee of the Urban League of Greater New Orleans - Andre Perry
  • Nominee of the New Orleans Business Council - Michael Siegel
  • BESE representative - Kira Orange Jones
  • OPSB representative - Nolan Marshall, Jr.

MAY 9 MPOC MEETING
The meeting took the form of an orientation for the new Committee members. Its agenda contained four topics, which included presentations by OPSB and RSD administrators and discussions by Committee members. The topics were as follows:
  • History of the Master Plan development - original and first amendment
  • Responsibilities and charge of the committee
  • Status reports RE: Master Plan projects
    • Latest monthly and quarterly reports will be posted on OPSB's website 
  • Expectations for future meetings - time and frequency
    • The meeting was adjourned without discussing this

Some key points made by OPSB and RSD administrators during the discussions included the following:

  • Construction standards are being modified from lessons learned in completed projects
  • Demographic data and projections are being updated by consultant GCR
    • Actual student enrollment so far has been in upper half of previously projected ranges
  • Funds are still needed for interior renovations of those existing schools only being stabilized or refurbished in the 2011 Amendments to the Master Plan
  • Projects are being implemented based upon providing most classroom seats first, getting students out of temporary spaces, meeting demographic need, and generating the most tax credit revenue to fund later projects
  • Capital projects are done by OPSB and RSD while operations and maintenance are the responsibility of school operators
