The Orleans Parish School Board held its regular Committee Meetings on Thursday, March 14th, in the Conference Room 4050 of its Timbers Office Building, 3520 General DeGaulle Drive. 
 
The Board's regular Monthly Business Meeting is scheduled for Tuesday, March 19th, at 5:00 p.m. in the Auditorium of the McDonogh 35 HS, 1331 Kerlerec Street.

  • Network Pilot Project
    • Early Childhood - Community Network Pilot
    • Network coalition would receive $350,000 for two fiscal years
  • 21st Century Grant
    • Authorization to apply for grant for Easton, McDonogh 35, McMain, Karr and NOSMCHS
    • Maximum $800,000 per year for three years
    • Covers after-school and summer programs
    • Other OPSB schools can and have applied for grants in separate partnerships through other entities
  • Calendar for 2013-2014 School Year
    • Concerned expressed about large numbers of 4th Quarter days required for State-mandated testing

  • OneApp Status Report
    • Administration discussed challenges in implementing the program and efforts to build parent trust
    • Over 92% of current OPSB direct-run students have enrolled through OneApp as of March 13
    • Procedures and algorithms are being developed while the program is being implemented
    • Staff would have preferred field-testing prior to full-scale implementation 
    • Costs stated to be covered by outside grants but budget and costs were not available
    • Heard public comments
      • One attendee wanted info on OneApp's costs and vendors installing
      • A Moton supporter wanted OPSB charters under OneApp and a resolution of permanent site for Moton
      • Franklin ES parent wanted school to be able to opt out
  • OPSB Enrollment Expansion
    • Parental demand for OPSB schools high in OneApp
    • McDonogh 35 planning to increase enrollment and have middle school as a separate school-within-a-school to better serve students
    • Franklin ES has opened Ashe annex this year
    • Bethune and Mahalia Jackson ES recommended for expansion and more space or annexes to accommodate
    • Noted irony that so many parents desire returning to OPSB schools but eligible Type 5 charter boards have rejected returning
  • Chevron Project Lead the Way & McDonogh 35 HS
    • Supplements STEM program in grades 9-12
    • Two years at grants of $18,000 and $28,000.
  • Metropolitan Human Development Services - Life Skills Training
    • Bethune ES, McMain HS, and Franklin ES
    • Teaches good decision-making and social skills
  • Charter School Applicants Information Sessions
    • For Type 1 applicants

    • West Bank Swing Space - Extend lease additional 10 months until end of construction for new Harte ES
    • East Bank Swing Space - Extend lease 3 months until end of renovation of Audubon-Broadway
  • Capital Budget Amendment #2
    • "True up" matching latest costs figures with budgets
    • Harte will now be mostly funded by CDBG funds, thus needing less in FEMA funding
    • Additional FEMA funding for Lake Forest ES, McDonogh 35 HS, McMain HS, Audubon (Broadway) ES, Karr HS, Lusher ES, Lusher (Fortier) HS, Easton HS etc.
