Committee Reports
Received reports from Committee Chairpersons on events this month and took no action - Accountability Committee
- Property Committee
- Board Member Ira Thomas questioned why items related to the new Lake Forest ES had been deleted from agendas of the Property and Budget & Finance Committee
- Interim Superintendent Stan Smith replied that the items were premature as the proposed drainage and parking additions were being designed as part of the project and it was not yet known if the budget would need to be increased

- Chairperson Cynthia Cade emphasized that proposals were only first draft and were subject to possible changes at next Committee meeting
- Budget and Finance Committee
Action Items
Received and reviewed Administration's recommendations and took action as indicated - Approved the donation of DimensionU software games for Pre-algebra and Algebra I
- Atlantic STEM Grant via US Navy for $20,000
- Approved InspireNola, Inc. for Type 3 Charters for Harte ES and Karr HS effective 2013-2014
- Three persons spoke in favor of the new charter
- Approved Bricolage Academy for Type 1 Charter effective 2013-2014
- Location TBD and provided by charter operator, not OPSB
- Denied application of The OPEN School by the Four Peas Group, Inc for a proposed Type 1 Charter
- Adopted Resolution 21-12 urging the US Congress and Administration to mitigate the across-the-board cuts to education that would become effective January 2, 2013
- Estimated cuts of 9% would apply to all RSD and OPSB schools, direct-run and charter, who receive federal funds: Title I, Title II, Title III, IDEA and others
- Approved an amended recommendation on provisional sales contracts from November 8 Surplus Property Auction
- Applies to three properties that sold provisionally at prices far below appraisals after failing to sell at previous auctions
- Rejected the bids on the Seabrook (Athis Street) Site and the Former Lake Forest ES Site
- Deferred acting on the bid for the former Algiers Bus Garage pending investigation of reported environmental issues
- Adopted Resolution 22-12 designating the millage rate for debt service payments of General Obligation Bonds for 2013
- New rate is 4.47 mills
- Rate in 2012 was 4.97 mills
- Adopted Resolution 23-12 authorizing leverage financing for the new Wheatley ES
- School Facilities Master Plan, as amended in 2011, provided for using New Market Tax Credits to increase available funds
- Arrangement at Wheatley is projected to generate approximately $1.5 million in added capital revenue
- Tabled any action on reconsidering or amending previous Board decision on 2013 millage rates for Constitutional Millage and Purposes A,B,C and D Millages
- Speaking in favor of not rescinding the previous action were representatives of the Algiers Charter School Association, Stand for Children, Louisiana Association of Public Charter Schools, Recovery School District, and ReNew Schools
- These millages are distributed on a pro-rata basis to all OPSB and RSD schools, direct-run and charter

Executive Session
Recessed into Executive session to discuss confidential legal matters, reconvened in public to report on the Session and took action as indicated - Approved attorney's settlement recommendation in a case of Personal Injury Litigation

- Potential Litigation regarding the Phillips-Waters Soil Remediation
- Expropriation Litigation regarding McDonogh 11 School
