Dear HPwES Analysts,

Please re-familiarize yourself with the HPwES Qualifying Work Standards
so that you can check for compliance of these standards during the test out process of all jobs seeking to qualify for MIDWEST HOME PERFORMANCE with ENERGY STAR program.

Of particular concern are work standards involving air sealing as a qualifying measure.  Steps required for air sealing as a qualified measure include the following:

1. Seal all accessible attic penetrations and recessed lights
2. Seal attic access
3. If garage is attached, seal all accessible penetrations between garage and living space

Air sealing cannot be used as a qualifying measure for rebate if these items are not addressed.

It is incumbent on you, the HPwES approved analyst, to educate the homeowner about the HPwES Qualifying Work Standards and their importance to the program during the initial assessment or when presenting recommendations on the Home Performance Assessment Summary Report, It is equally important that the homeowner understands that any contractors involved in implementing energy efficient measures must also be familiar with and implement these standards.
