 On March 7, 2016, the Alabama Natural Gas Association (ANGA) held their 13th Annual Clay Shoot at Selwood Farms. Selwood Farms is located in beautiful East Central Alabama and provided the perfect setting to host activities building comradery, unity, and teamwork among association members. EWN would like to offer a special thank you to the organizers of the 13th Annual Clay Shoot - Jack Hernig of MARIECO, Ed Smith of Alagasco, and Nikki Frost of ANGA. Selwood Farms served a nice lunch in the Club House at noon followed by the clay shoot at 1:00 pm.
Anna Kate Gandy of ENERGY worldnet, Inc. had the amazing opportunity to participate in the clay shoot as a team member with Team Captain Jay Arnold of Magnolia River and Keith Blackwood of Cullman-Jefferson. At the conclusion of the event, Ms. Anna Kate Gandy won the 13th Annual Clay Shoot 1st Place High Score Trophy. Congratulations Anna Kate!

 PHMSA Releases NPRM Impacting Gas Transmission and Gathering Pipelines
The Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a Notice of Proposed Rulemaking (NPRM) to revise the Pipeline Safety Regulations impacting the safety of onshore natural gas transmission and gathering pipelines. The NPRM has three distinct areas of consideration: Integrity Management Requirements, Non-Integrity Management Requirements, and Additional Topics. A high-level overview of topics covered in the NPRM are listed below. Summary of Changes taken from the NPRM:
Integrity Management Requirements - Revision of integrity management requirements and criteria for pipeline segments located in high consequence areas (HCAs)
- Adding specific performance-based requirements to the nature and application of risk models
- Improving requirements for collecting, validating, and integrating pipeline data
- Strengthening requirements for applying knowledge gained through the integrity management program
- Strengthening requirements on the selection and use of direct assessment methods
- Enhancing requirements for internal and external corrosion management programs
- Enhancing requirements for change management
Non-Integrity Management Requirements - Addition of new "moderate consequence area"
- Strengthened requirements for 2 corrosion control of steel pipelines
- Such as external protective coating surveys after backfill, interference surveys, and internal corrosion monitoring and mitigation requirements
- Additional change management requirements
- Mandatory integrity assessments
- Establishing repair criteria for pipeline segments located in segments not located in HCAs
- Requirements for verification of maximum allowable operating pressure (MAOP)
- Verification of pipeline material for certain onshore, steel, gas transmission pipelines with specific requirements based on the method of establishment for MAOP as well as the date of establishment for MAOP of the pipeline segment
- Modifies the regulation of onshore natural gas gathering lines, including but not limited to the following:
- Repealing the exemption for natural gas gathering line reporting requirements
- Repealing the use of American Petroleum Institute's Recommended Practice 80
- Extending regulatory requirements to Type A lines in Class 1 locations for lines 8 inches or greater
Additional Topics - Requiring inspections by onshore pipeline operators of areas affected by an extreme weather event such as a hurricane, flood, earthquake, natural disaster, or other similar event
- Allowing extension of the 7-year reassessment interval upon written notice
- Adding a requirement to report each exceedance of the MAOP greater than the margin (build-up) allowed for operation of pressure limiting or control devices
- Adding requirements to ensure consideration of seismicity of the area in identifying and evaluating all potential threats
- Adding safety regulations for in-line inspection, 3 scraper, and sphere facilities
- Incorporating consensus standards into the regulations for assessing the physical condition of in-service pipelines using in-line inspection, internal corrosion direct assessment, and stress corrosion cracking direct assessment

 OSHA Updates Job Safety and Health: It's the Law! Poster
OSHA (Occupational Safety and Health Administration) provides free workplace safety jobsite posters. The Job Safety and Health: It's The Law poster outlines the rights of the workers as provided through the Occupational Safety and Health Act. According to OSHA 29 CFR 193.2, "all covered employers are required to display the poster in their workplace." OSHA has released a newer version of the Job Safety and Health: It's the Law poster. However, if an older version is currently displayed, employers are not required to replace the older versions of the poster. Posters must be displayed in easily visible and noticeable location for all workers to see it.
OSHA provides a variety of ways to obtain all OSHA publications, which are listed below.

- Phone ordering for print copies by calling toll-free at 1-800-321-6742 (OSHA) or the OSHA Publications Office at 202-693-1888.

1944 - Little Big Inch Completed
During World War II, the United States' War Production Board approved the construction of two federally owned pipelines, the Big Inch and the Little Big Inch. Each pipeline was completed in just over one year after receiving federal approval. The Big Inch and Little Big Inch spanned the country from East Texas to the northeastern states. The Big Inch Pipeline was 24-inches in diameter and used to transport crude oil from New York, New York to Dallas, Texas. The first delivery of crude oil occurred on February 13, 1943.
The Little Big Inch Pipeline was 20-inches in diameter and used to transport refined products from between Port Arthur and Houston, Texas to Linden, New Jersey. Little Inch construction was completed on March 2, 1944. The capacity of these two the pipelines allowed over 350 million barrels of crude oil and refined products to reach the East Coast between the completion of construction and the official ending of World War II in August 1945.
Once the war ended, the United States government no longer had a need to retain ownership of the pipelines and began conducting studies to determine future use. Although the study recommended the pipelines be used for natural gas transmission, the Surplus Property Administration recommended retaining the wartime usage for ensured availability in time of national emergency. Even with the United States Senate holding hearings to determine a recommended used, no defined usage preference could be established. Therefore, all bids to purchase the pipelines from the United States government were rejected until 1946.
In 1946, the Tennessee Gas and Transmission Company was awarded a four-month lease for natural gas usage which both tested and verified that the lines were acceptable to transport natural gas.
Texas Eastern Transmission Corporation finalized the auctioned purchase of the Big Inch and Little Big Inch on November 14, 1947 converting them to private industry ownership with headquarters in Houston, Texas.
