API launches Initiative to Empower American Veterans
This month, American Petroleum Institute (API) launched the  Vets4Energy website as the platform for its new Veterans Energy Pipeline initiation point. Veterans Energy Pipeline is "an on-line application designed to help connect veterans with top jobs in the oil and gas industry."

Through an online application, active duty and veteran members of the armed forces have access to employment opportunities and employment-seeking tools as well as job opportunity forecasting and other industry-related information. Perhaps the most beneficial employment-seeking tool is the Military Occupation Career Search. The Military Occupation Career Search is a three-step tool designed to align skills developed in military positions with the skill sets required to perform civilian energy sector positions. This allows veterans to apply, compete, and obtain positions suited for their current skill set and provide a career path for advancement.

For employers seeking military applicants, Veterans Energy Pipeline has created a "For Hiring Managers" section designed to provide insight into the skills and abilities developed during military service. Once Veterans Energy Pipeline outlines the military workforce structure, a brief explanation of military training and education programs are provided to demonstrate how military personnel are developed. Finally, this section is concluded with an alignment of knowledge, skills, and abilities to career paths and opportunities. Additionally, there are sections to explain the potential military labor pool and tips for identifying and hiring qualified veterans.

EWN Goal and Energy Industry Focus Alignment

As the oil and gas industry enters the Spring Conference and Committee Meeting season, there is a resounding energy industry focus on education, training, evaluation alignment, evaluation effectiveness, and efficiency for all levels of employees throughout the industry. Evidence of this focus can be found in the API Recommended Practices and Related Examinations for RP 1169 Pipeline Inspectors and RP 1173 Safety Management systems.

In addition to recommended practices, PHMSA (Pipeline and Hazardous Materials Safety Administration) currently has a Notice of Proposed Rulemaking before Congress (NPRM). The NPRM Volume 80, Number 132 released on July 10, 2015 includes increased requirements for qualification training. NRPM 192.805 proposal states "(9) Provide training to ensure that any individual performing a covered task has the necessary knowledge, skills, and abilities to perform that task in a manner that ensures the safety and integrity of the operator's pipeline facilities". Additionally, NRPM 192.805 (10) includes a provision for additional training when procedures change and (11) requires the establishment of requirements to be an evaluator including necessary training.

Clients also have access to related performance evaluations to assess an individual's skills and abilities to perform step-by-step tasks demonstrating qualifications.

Texas Poised to Combat OPEC Price Rallying Strategies

Throughout the decades of global oil production, various OPEC initiatives have been successful at stabilizing the market and balancing oil prices. Although Saudi Arabia and Russia have begun similar actions today, those actions have new obstacles to success. These obstacles include the Texas, Oklahoma, and North Dakota shales.

In the past OPEC has been able to increase or decrease production to stabilize the market and/or balance oil prices. However, between Texas, Oklahoma, and North Dakota, there are 4,000 drilled wells ready to become fully operational the moment prices improve. Therefore, any reduction in production initiated by Saudi Arabia or Russia will immediately generate revenue and create job openings for American energy industry personnel. According to Bloomberg, Texas, Oklahoma, and North Dakota could have product to the market in less than 80 days which would help nullify the initiative to increase oil prices.

This Month in Energy History
1902 - Lufkin Industries

In 1902, the Lufkin Foundry and Machine Company was a pioneer in industrializing Angelina County. Lufkin Foundry and Machine Company began as a machine shop to repair sawmill machinery then expanded to manufacture sawmill machinery.

By the 1920s, Lufkin Foundry and Machine had entered into the oil field machinery industry by developing an oil-well pump unit for Humble Oil Company (later becoming Exxon Company, U.S.A.). This expansion contributed to exponential growth resulting in branch offices opening in New York, Los Angeles, Houston, and Tulsa by 1925.

By 1970, the foundry division of Lufkin Foundry and Machine had declined in importance. Therefore, the company reorganized and officially took the name Lufkin Industries. Today, Lufkin Industries is "an international supplier of oilfield-pumping equipment".

Additionally, Lufkin Industries possess a diverse product line of truck trailers, industrial and marine gears, steam drilling engines, chain saws, and refinery equipment with divisions located throughout the continental United States. All materials are shipped through Houston and New York.
