Industry Recommended Practice Exceeds NTSB Recommendations

In July 2015, the American Pipeline Institute released the ANSI (American National Standards Institute)/API Recommended Practice 1173 for Pipeline Safety Management Systems. According to API, "This RP provides pipeline operators with safety management system requirements that, when applied, provide a framework to reveal and manage risk, promote a learning environment, and continuously improve pipeline safety and integrity." API formed a multi-stake holder group to provide input from a non-bias collaborative effort, and affect the shaping of API 1173. The multi-stake holder group consisted of oil and gas pipeline operator personnel, trade association staff, federal and state agency personnel, and safety experts to provide a voice for the general public.

With sufficient time to review the API 1173 Recommended Practice, the NTSB (National Safety Transportation Board) announced on October 30, 2015 that API had created a standard that exceeds the NTSB's safety recommendation in response to the investigation of the 2010 Marshal, Michigan incident. In addition to exceeding safety management recommendations, API included and addressed several other issues as listed below.
  • Commercial concerns throughout the energy industry
  • Safety culture and safety-related issues
  • Continuous improvement

EWN Pipeline Inspector Training Program

API, the American Pipeline Institute, began offering Pipeline Inspector Certification exams (API 1169) in the fall of 2014. To date, eighty-four testing candidates have successfully completed the examination process and become API Certified Pipeline Inspectors, which are listed on the API website.

The testing process is rigorous and can take several weeks or months to complete. First, the API 1169 Pipeline Inspector Certification can be taken on four different levels with varying documentable experience and education requirements. Next, each potential testing candidate must complete the API application to determine if the potential testing candidate is qualified to register to take the exam. Once the online application is submitted, API may take up to six weeks to verify the potential testing candidate's eligibility providing that all supporting documentation is submitted with the application. Missing supporting documentation or incomplete applications will add additional time to the verification process.

Once the potential testing candidate's application is approved, an Exam Authorization email is sent from API indicating a testing window (NOTE: A new application must be completed if the candidate fails to register and test during this testing window).

Upon completion of the API Pipeline Inspector Certification examination, testing results will be emailed to the testing candidate six to eight weeks after the testing window closes. Two to three weeks after the testing results are emailed, paper certifications and wallet cards are mailed out to the new API Certified Pipeline Inspectors.

Although this process is rigorous, API has established a verifiable process to test and credential pipeline inspectors. EWN has developed a Pipeline Inspector Training Program in alignment with newly passed 49 Code of Federal Regulations 192.305 and 195.204.

During the 1950's, the oil industry became the second largest revenue stream for the United States behind tax revenue. In 1953, the U.S. government passed the Submerged Lands Act. The Submerged Lands Act established a three-mile boundary from a state's coastline as United States federal governmental ownership of submerged lands within the boundary. At the same time, the Secretary of the Interior gained responsibility for leasing the three-mile submerged lands for mineral development, including oil exploration.
