US Government Declaration of Thanksgiving as a National Holiday

Although the first national Thanksgiving was held in 1777 through Continental Congress proclamation followed by three of the first five presidents proclaiming national Thanksgivings, it was not officially declared a national holiday. Most states and territories continued the tradition of celebrating Thanksgiving as a family holiday well into the 1850s.

However, many citizens felt Thanksgiving should be a national holiday. Sarah Josepha Hale was one of the most active pursuants of this goal. Her campaign promoted reinstating the Thanksgiving proclamations set forth by original presidents. For more than 30 years, Sarah publicly petitioned several presidents until she found a common goal with President Lincoln - uniting a war-torn county. President Lincoln declared two national Thanksgivings in 1863.

Beginning with President Lincoln, each president declared a national Thanksgiving annually until 1941. In 1941, Congress established Thanksgiving as a permanent national holiday residing on the fourth Thursday of November.

PHMSA Proposed Regulations for Inspection after Extreme Weather or a Natural Disaster


On October 1, 2015, PHMSA (Pipeline and Hazardous Materials Safety Administration) announced proposed regulations affecting hazardous liquid pipelines. PHMSA has stated that the proposed rule is largely in response to significant accidents within recent years and related findings. If passed, the proposed rule would require two specific requirements for all hazardous liquid pipelines.

Proposed requirements:
  • A more complete system for detecting leaks
  • Establish a timeline for inspections of affected pipeline following an extreme weather event or natural disaster
Intended purpose of the purposed rule:
  • Prompt identification and timely repair of post-event leaks and/or other damage to pipelines
  • Establish annual evaluation of protective measures implemented on pipeline segments in High Consequence Areas
  • Set a deadline to require the use of internal inspection tools for pipelines affecting HCA
  • Improve the quality and frequency of tests assessing the condition of pipelines
  • Establish more stringent repair guidelines for high-risk pipelines
  • Modify repair and replacement criteria for pipeline and pipeline facilities under PHMSA's risk-based management by
    • Expanding the list of conditions requiring immediate repair
    • Establishing shorter repair timelines for critical repairs
    • Tightening standards for pressure testing
Currently, this proposed rulemaking is available for review on PHMSA's website and has been transmitted to the Federal Registry for review.

Natural Gas Storage Reaches Previous Record High

On November 2, 2012, the United States Energy Information Administration (EIA) reported a record high-level storage for natural gas reserves of 3,929 Bcf (billion cubic feet). As of October 30, 2015, the EIA is reporting reaching the previous storage level with expectations of exceeding the record in November, depending on weather conditions in the coming weeks.

Natural gas storage inventory receives injections from April to October annually. The 2015 refill season is the second-highest net rebuild season over the last five years delivering an estimated net injection of 2,453 Bcf into the natural gas storage inventory. In addition to a high net injection, supply exceeds demand leading to a higher-than-average storage level.
As for the future, the EIA predicts a smaller than normal withdrawal from the natural gas storage this winter. The EIA prediction is based on the National Oceanic and Atmospheric Administration's forecast of a somewhat warmer-than-normal winter. Therefore, the natural gas storage should remain consistent into 2016.

Houston Ship Channel Opening

By 1837, the natural port of Houston was already proving to be the only consistently navigable waterway in Texas; and therefore, becoming a busy port for shipping goods in and out of Texas prior to the railroad. In the beginning, the citizens of Houston took care of the cleaning and maintenance of the natural port of Houston. On January 29, 1842, the City of Houston established the Port of Houston followed by the Republic of Texas Congress granting the City of Houston the rights of cleaning, maintaining, and improving the Port of Houston.

For the next 70 years, the Port of Houston would experience a wide array of political interests, political roadblocks, private ownership, government ownership, and citizen frustration. Until finally in 1914, Houston Mayor Horace Baldwin Rice petitioned Washington with his "Houston Plan" outlining that Houston pay for half the cost of dredging the Houston channel to twenty-five feet for Houston to become a major ocean-going port. Congress accepted the offer provided that the Port of Houston would remain publicly owned. On November 10, 1919, the Merry Mount, an ocean-going vessel, inaugurated the Port of Houston with the first shipment of cotton making a direct sail from Houston to a foreign market.

Once oil was discovered in Texas during the early twentieth century, oil refineries established operations near the Port of Houston for easy access to shipment of petroleum products. The Port of Houston has seen many changes of landscape and enterprise throughout the decades. Among those changes are the first port to introduce container shipping and receiving ships flying sixty-one different nation flags annually.
