Have a safe Labor Day! 

Celebration of the American Worker


On the first Monday of September every year, Americans celebrate Labor Day. Labor Day originated from the Labor Movement of the 1800's and is dedicated to the "social and economic achievements of American workers."

The first recorded observance of Labor Day was Tuesday, September 5, 1882 in New York City and was celebrated as the "working man's holiday". With the birth of labor unions, the celebration quickly spread to other cities across the country. However, it would take several years for legislation to pass at the state level to declare Labor Day an official holiday. On February 21, 1887, Oregon became the first state to do so. In that same year, four other states followed suit: Colorado, Massachusetts, New Jersey, and New York. However, Congress took until 1894 to declare legislatively Labor Day a holiday in the District of Columbia and the US territories.

As a national observance, Labor Day celebrations have varied slightly in form with a constant focus remaining on the strength of the community, the American workers, and their families. Some celebrations include speeches for added emphasis on the economic, civic, or democratic significance of the day, but always remain focused on celebrating our greatest asset - the American worker.

PHMSA's Pipeline Damage Prevention Programs
Final Rule

PHMSA issued the Pipeline Damage Prevention Programs Final Rule and thereby established the process for evaluating state excavation damage prevention programs. This final ruling also established a federal standard for enforcement in states where such requirements were inadequate or non-existent. In response to the passing of the rule, PHMSA Interim Executive Director Stacy Cummings reported, "Between 1988 and 2014, there were 1,815 pipeline incidents caused by excavation damage that resulted in 193 deaths, 757 injuries, and nearly $545 million in property damage. This rule represents a critical achievement in the Department's continuing efforts to prevent excavation damage to pipelines."
 
Specifically, the Pipeline Damage Prevention Programs Final Rule establishes the following items copied directly from PHMSA's website:
  • The criteria and procedures PHMSA will use to determine the adequacy of state pipeline excavation damage prevention law enforcement programs;
  • The administrative process for states to contest notices of inadequacy from PHMSA should they elect to do so;
  • The federal requirements PHMSA will enforce against excavators for violations in states with inadequate excavation damage prevention law enforcement programs; and
  • The adjudication process for administrative enforcement proceedings against excavators where federal authority is exercised.

FEMA Introduces a Severe Weather Awareness App

As we have just entered hurricane season, FEMA has introduced a severe weather app for most mobile devices. The FEMA app offers a wide range of features, including alerts from the National Weather Service for up to five locations; disaster reporter where you can upload and share photos of damage and recovery efforts; customer emergency safety information where you can save information about pre-arranged meeting places for your family; maps of disaster resources to locate and obtain driving directions to open shelters and/or disaster relief centers; safety tips to assist in staying safe before, during, and after 20 different types of hazards; and apply for assistance where you can access the website to apply for federal disaster assistance, if needed. (App defaults to Spanish language for smartphones set to Spanish as their default language.)

1993 - Florida Experiences a Three-Ship Collision

About 6:00 a.m., two fuel barges entering Tampa Bay harbor collided with one phosphate freighter leaving the harbor. Although the exact cause of the collision is not known, favorable weather conditions and well-prepared response teams minimized the damages. Damages began with the Maritrans barge Ocean 255 spilling 300,000 gallons of oil and 33,000 gallons of jet fuel into the harbor, which caught fire following the collision. The fire burned for nearly 16 hours, but everyone survived.

As the flammable liquids poured into the harbor, the first use of a computerized trajectory model tracked the oil spill to determine landfall. Based on the information provided, response teams prepared with loaders and shovels along the Pinellas County beaches where response teams had just completed the Pinellas Seabird Rehabilitation Center (PSRC) training to save native wildlife in the event of an oil spill. The computerized trajectory model and PSRC training both proved to be highly effective.
