Christmas Tree Safety
|
Christmas is a time for family, fun, decorating, and reflecting. As we prepare for this precious time, please remember safety. Christmas trees have become a staple in the American decorations. Therefore, we have compiled a generalized list of live Christmas tree safety guidelines. Also included are a couple of YouTube videos created by the Fort Worth Fire Department and the National Fire Protection Association that demonstrate the avoidable dangers associated with live Christmas trees.
Safety Tips and Best Practices for a live Christmas Tree
- Do not purchase a tree that is dry or already dropping needles.
- Cut 2 inches from the base of the trunk.
- Place tree in a sturdy tree stand that is designed to not tip over.
- Water trees daily to keep them moist.
- Use lights to decorate that are in good working order and labeled from an independent testing laboratory.
- Refrain from connecting more than 3 strands of indoor lights.
- Always unplug tree lights before leaving home or going to bed.
- Never use candles to decorate a tree.
- Make sure any candles in the room are far away from the tree branches.
- Make sure the tree is at least 3 feet away from any heat source, such as a fireplace or heater.
- Keep children and animals away from the tree.
- Recycle the tree as soon as it begins to drop needles.

PHMSA One-Call Grants 
Since 1995, PHMSA has awarded grants to enforce pipeline safety, promote public education, and protect communities. One specific grant is the PHMSA One-Call Grant awarded to state safety programs to support the following efforts and activities:
- The overall quality and effectiveness of one-call notifications system in the state
- Communications systems linking one-call notification systems
- Location capabilities, including training personnel as well as developing and using location technology
- Record retention and recording capabilities for one-call notification systems
- Public information and education
- Participation in one-call notification systems
- Compliance and enforcement under the State one-call system

This year, "PHMSA awarded over $1 million dollars to state safety programs in 27 states, the District of Columbia, and Puerto Rico to improve pipeline damage prevention efforts" while protecting people and communities from pipeline accidents and/or incidents. The One-Call Grant, in particular, provides money to support the national 811 toll-free hotline that connects callers with the appropriate one call center in their state, which helps reduce or prevent excavation-related incidents. The leading cause of incidents resulting in death or injury is a direct result of excavation-related activities.

 How Familiar Are You with PHMSA's OQ Inspection Protocols?
Welcome back to our final article covering PHMSA's 9 Protocols/Form 14- 22 Elements. As we have mentioned in our last few articles, PHMSA's 9 Inspection Protocols historically were listed 1-9 with each having several sub-parts. In August of 2013, PHMSA split the nine protocols into individual sub-elements. These are now listed numerically on PHMSA's Form 14. In the final article, we will look at Elements 21 and 22, which address changes to an OQ plan and how to communicate those changes to the appropriate individuals and/or state agencies. 21. Management of Changes Does the OQ program identify how changes to procedures, tools standards, and other elements used by individuals in performing covered tasks are communicated to the individuals, including contractor individuals, and how these changes are implemented in the evaluation method(s)?  PHMSA Crack Detection Seminar
With cold weather and freezing temperatures upon us, it is time to consider water pipe protection to prevent freezing water expanding to crack and rupture water lines. However, what about pipelines? Pipeline cracks can happen to any operator on any pipeline at any time and are not necessarily temperature related. There are far more factors for consideration, precautions to be taken, and emergency plans to be development for pipeline safety. On August 5, 2014, the Pipeline and Hazardous Materials Safety Administration and the National Association of Pipeline Safety Representatives held a public workshop, called Managing Pipeline Cracking Challenges Workshop, to cover topics related to detecting, identifying, and rectifying pipeline cracks in hazardous liquid and natural gas pipelines. United Arab Emirates Celebrates 43 Years of Independence
Earlier this month, the United Arab Emirates (UAE) celebrated its 43rd annual National Day of Independence, which began on December 2, 1971. The UAE consists of seven independent states - Abu Dhabi, Dubai, Ajman, Fujairah, Ras al Khaimah, Sharjah, and Umm al Qaiwain. The United Arab Emirates resides along the southeastern tip of the Arabian Peninsula with coastlines along the Arabian (Persian) Gulf and the Gulf of Oman.
In the 1950's, oil was discovered in the area. Since then, the oil industry has boomed, attracting many foreign workers, creating job opportunities, and empowering economic growth. Profits generated from oil reserves have also stimulated the development of the UAE's healthcare and education systems. Today, the UAE is one of the 10 largest oil and natural gas producers in the world, according to statistics ranked by the U.S. Energy Information Administration . In 2012, UAE averaged production rates around 2.8 million barrels of crude oil per day.

OPEC Hikes Oil Prices
Fluctuating gas prices can be traced throughout history, and the era of the 1970's was just the beginning of the gas price wars. One of the most notable benchmarks during this time was in December of 1979. Two of OPECs (Organization of Petroleum Exporting Countries) members, Libya and Indonesia, announced a price increase. The increase was a strategic tactic with intentions to damper other members of OPEC from further increases that were experienced earlier in the year, which caused panics at the pump and fears over gas shortages. Ultimately, the OPEC tactic backfired and resulted in a spark of gas prices to the highest they had ever been, hitting $30 and even $40 per barrel. This situation was daunting for many Americans who had already faced a set of similar events that occurred just a few years prior in 1973, when an embargo sent gas prices skyrocketing from 38 cents to 84 cents per gallon.
