Thanksgiving is a time for family, fun, and cooking. As we prepare for this precious time, please remember safety. Turkey fryers are a leading cause of accidents over the holiday season. We have compiled a generalized list of turkey frying safety guidelines and a couple of YouTube videos made fire departments that demonstrate the avoidable dangers associated with deep-frying a turkey.

- Select a location outside, away from all flammable materials
- Select a flat surface
- Watch children and pets
- Read all directions for your fryer

PHMSA Penalties Effect on Pipeline Incidents 
In April of 2014, PHMSA released a statement summarizing the impact of strict enforcement on pipeline safety compliance for 2013. PHMSA "proposed more than $9.7 million in civil penalties against pipeline operators who violated safety regulations" - the highest yearly amount since the inception of the agency. From these proposed civil penalties, PHMSA initiated 266 enforcement cases in the areas of:
- integrity management programs
- risk assessments
- failure prevention programs
- mitigation programs
- other regulatory violations identified during failure investigations and routine inspections
PHMSA has chosen to pursue a reduction of safety violations through tougher enforcement. Tougher enforcements have led to a traceable and proven reduction in pipeline incidents and thereby an increase in pipeline safety. "Since 2009, PHMSA has proposed more than $33 million in civil penalties against pipeline operators..." and reported a 45% reduction in serious pipeline incidents. Serious pipeline incidents, by PHMSA definition, are "those resulting in fatalities or major injuries".

 How Familiar Are You with PHMSA's OQ Inspection Protocols?
Welcome back to our overview of the PHMSA 9 Protocols/Form 14- 22 Elements. As we have mentioned in our last few articles, PHMSA's 9 Inspection Protocols historically were listed 1-9 with each having several sub-parts. In August of 2013, PHMSA split the nine protocols into individual sub-elements. These are now listed numerically on PHMSA's Form 14. In this issue, we will look at numbers 17 and 19, which cover Personnel Performance Monitoring and Program Performance and Improvement. 17. Personnel Performance Monitoring Does the program include provisions to evaluate an individual if there is reason to believe the individual is no longer qualified to perform a covered task based on: covered task performance by an individual contributed to an incident or accident; other factors affecting the performance of covered tasks? 192.805(d) (192.805(e)) 192.805(d) and 192.805(e) (d) Evaluate an individual if the operator has reason to believe that the individual's performance of a covered task contributed to an incident as defined in Part 191;(e) Evaluate an individual if the operator has reason to believe that the individual is no longer qualified to perform a covered task.

 DOJ, DOT, and Marijuana
With many states considering legislation to allow the medicinal and recreational use of marijuana, the Department of Transportation updated and released a statement regarding the use of medical marijuana on February 22, 2013 and the use of recreational marijuana on May 27, 2014. As a safety assurance to the traveling public, the Department of Transportation is maintaining the regulatory standard established in 49 CFR 40 (DOT Drug and Alcohol Testing Regulation) prohibiting the use of medical or recreational use of a Schedule I drug, including marijuana, for any reason. Furthermore, the DOT updated 40 CFR 151 (e) stating Medical Review Officers must verify a positive drug test for Schedule I of the Controlled Substance Act, even if the usage is recommended by a physician. Nixon and the Alaskan Pipeline
11/16/1973 - With America's energy needs outpacing its current production capacity, President Richard Nixon supports the construction of a pipeline that would allow access to the oil located in Alaska's North Slope and urges Congress to pass Senate Bill 1081 to authorize the construction. Nixon predicted the pipeline would eventually carry 2 million barrels of oil per day into the port of Valdez while calming environmental concerns. He described the Alaskan pipeline project is "the single largest endeavor ever undertaken by private enterprise would be constructed and operated under the most rigid environmental safeguards ever devised." The bill did pass, and the pipeline construction was completed and began operating on June 20, 1977.
Today, the Trans Alaska Pipeline System transports crude oil from Alaska's North Slope across three mountain ranges, three major earthquake fault lines, and hundreds of rivers and streams. Not only does the Trans Alaska Pipeline System assist in meeting the needs for America's energy needs, the Trans Alaska Pipeline System has the unique opportunity through research and development to test and establish safety and efficiency best practices for the industry for a number of different naturally diverse environments.
_______________________________________________________ Carter Stops oil Imports from Iran 11/12/1979 - In 1908, oil was discovered in Iran. The United States freely imported oil from Iran until November 12, 1979. At that time, President Jimmy Carter agreed with the Treasury and Energy Departments and chose to immediately discontinue oil imports from Iran after sixty-six Americans were taken hostage at the U.S. Embassy in Tehran. The American hostages were taken by a radical Islamic group operating in Iran and were not associated with the Iranian government. However, there was a potential threat to national security through the possibility of a strike at American oil resources in the area. The hostage situation took 444 days to resolve. |
