October 2014: National Substance Abuse Prevention Month |

Every one of us is affected by substance abuse whether we are aware of it or not. Substance abuse affects families, schools, businesses, communities and relationships every single day. It can enter your life in the form of another driver on the road, another customer in a business, or even a co-worker's relative.
According to the Substance Abuse and Mental Health Services Administration (SAMHSA) there were an estimated 23.1 million Americans ages 12 and older in 2012 who needed treatment for substance abuse up from an estimated 20.6 in 2011. This treatment is estimated to cost American's over $600 billion each year. SAMHSA also predicts that by the year 2020, mental and substance use disorders will surpass all physical diseases as a major cause of disability worldwide.

Welcome back to our overview of the PHMSA 9 Protocols/Form 14- 22 Elements. To view previous articles on this topic, please visit our archives.
As we have mentioned in our last few articles, PHMSA's 9 Inspection Protocols historically were listed 1-9 with each having several sub-parts. In August of 2013, PHMSA split the nine protocols into individual sub-elements. These are now listed numerically on PHMSA's Form 14.
In this issue, we will look at numbers 13,14 and 16 which address planning for mergers and acquisitions, training and reevaluation requirements for all employees who perform covered tasks on the pipeline and covered tasks performed by non-qualified individuals.
