April 1, just south of the Red River border with Oklahoma, near Electra, Texas, the Clayco Oil & Pipe Line Company's Clayco No. 1 well launched an oil boom that lasted for decades.

Carter signs Windfall Profit Tax
One year after lifting price controls on oil, President Jimmy Carter signed the Crude Oil Windfall Profit Tax (WPT) into law. The controversial WPT imposed an excise tax on oil production.

Ford opens Development of Naval Petroleum Reserves
President Gerald R. Ford signed the Naval Petroleum Reserves Production Act of 1976, which authorized commercial development of the nation's three Naval Petroleum Reserves creating a "strategic petroleum reserve."

Texas Oil Company established in Beaumont
In April of 1902, Joseph "Buckskin Joe" Cullinan and Arnold Schlaet formed the Texas Company in Beaumont to transport and refine oil from the booming Spindletop field. Named after its New York City telegraph office address, Texaco's name became official in 1959.

Cold War will bring New Offshore Technologies
During the Cold War, the Navy developed deep-sea technologies that the offshore petroleum industry adopted. The Navy's CURV (Cable-Controlled Underwater Recovery Vehicle) recovered a lost nuclear bomb from the Mediterranean in 1966 near Palomares, Spain.

MASTER EVALUATOR CERTIFICATION PROGRAM
The Master Evaluator Certification Program is an evaluator/proctor course that provides participants with the principles for conducting effective evaluations and provides opportunities to apply these principles by practicing them in a comfortable environment. This is achieved by discussing individual testing techniques and performance observation techniques; reviewing various Operator Qualification Plan Evaluation requirements; and by providing practice using actual evaluation tools. Upon completion of this course, participants will understand the requirements of 49 CFR 192 and 195 as it relates to written and performance evaluations, know how to prepare for an evaluation, know how to perform and evaluation and know how to properly document an evaluation and maintain records.
SYSTEM ADMINISTRATOR TRAINING
The System Administrator Training Course provides designated OQ plan administrators and/or supervisors with a hands-on review of the EWN system and prepares them to effectively manage their OQ program utilizing the ENERGY worldnet, Inc. system and services. This is achieved by discussing the overall layout and navigation of the EWN system for Operators and Contractors; reviewing the features and function of the system and assisting with the setup of custom options and settings; and by providing practice using actual functions, tools and processes.
