Pipe to Tank

On March 28, 2013, EPA proposed updates to its 2012 VOC performance standards for storage tanks used in crude oil and natural gas production to facilitate compliance with the standards and clarify requirements.

The updates would:

  • Adjust requirements for tanks built before today's proposal is published in the Federal Register;
  • Establish alternative emission limits for tanks where emissions have dropped;
  • Clarify test protocols for control equipment;
  • Clarify the types of tanks subject to the rule;
  • Streamline compliance monitoring requirements while EPA addresses monitoring issues raised in reconsideration petitions; and
  • Update requirements for submitting annual reports.

EPA anticipates taking final action on this proposal by July 31, 2013. For more information please visit the EPA website.

Don't Dig Into Danger!

811 April

April is National Safe Digging Month

Pipelines located underground deliver most of the energy we use to help operate our homes on a daily basis. PHMSA Administrator, Cynthia Quarterman notes, "There are millions of miles of pipelines and utility lines like cable and power under our yards, streets and communities. Striking one of these lines while digging can cause major inconveniences for you and your neighbors. And if you hit a natural gas pipeline, death and serious injury are also possible."

Excavation damage is the number one cause of pipeline incidents involving death or serious injury. April 2013 will once again be National Safe Digging Month, the time to communicate how important it is that professionals and homeowners alike call 811 and follow the safe digging process to help prevent injuries, property damage and inconvenient outages.

Call 811 from anywhere in the country a few days prior to digging, and your call will be routed to your local One Call Center. Tell the operator where you're planning to dig, what type of work you will be doing and your affected local utilities companies will be notified about your intent to dig. In a few days, they'll send a locator to mark the approximate location of your underground lines, pipes and cables, so you'll know what's below - and be able to dig safely.

"Wild Mary Sudik" Makes Headlines

What will become one of Oklahoma's most famous wells strikes a high-pressure formation about 6,500 feet beneath Oklahoma City - and oil erupts skyward. The Indian Territory Illuminating Oil Company's Mary Sudik No. 1 well will flow for 11 days before being brought under control.

Indiana Natural Gas Boom Begins

A natural gas boom came to Portland, Indiana, when the Eureka Gas and Oil Company found gas at 700 feet. For a time, the state became the world's leading natural gas producer. By April 1887, five miles of pipe supplies natural gas to offices, residences and 50 large torches or "flambeaux" for street lighting.

Making A Difference!

Alagasco's Montgomery Division Employees

Volunteer at HBDA Fundraiser

   Alagasco

Alagasco sponsored Montgomery's first "Unveiled: Who is the Real River Region Iron Chef?" competition on March 23, 2013. Employees from the Montgomery Service Center volunteered to help at the event, which served as a fundraiser for Hemophilia and Bleeding Disorders of Alabama, Inc. (HBDA). Alagasco provided four grills to local celebrities who were participating in the competition and donated one grill to be used as a door prize.

Alagasco employees, Brenda Atcheson, Timothy Ivory, Eric Sandlin, Cedric Douglas and Lisa Wilson represented Alagasco by cooking hot dogs for the public. "Our Service Center cooking team volunteered our time to cook for the people paying to attend the event," Atcheson said. Leisa Ratcliffe, Manager Sales/New Business Development was responsible for the team's involvement.

The competition was such a success that the Montgomery Mayor wants to make it an annual event and wants to keep his seat as one of the competition judges. "Our team had a blast and was happy to participate in something for such a good cause." Atcheson said.

HCS Logo

The first deadline in the implementation phase of the Hazard Communication Standards (HCS) must be implemented by December 1, 2013. The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) changed its hazard communication standard to align with the United Nations' global chemical labeling system.

The HCS was updated to provide a common and coherent approach to classifying chemicals and communicating hazard information on labels and safety data sheets. On March 20, 2012, OSHA published required phase-in dates for the implementation of the revised standard.

The first deadline in the implementation phase is Dec.1, 2013. Employers must train workers on new label elements and the safety data sheet format. Training on the new labels must include information on the following elements:

    • Product identifiers,
    • Signal words,
    • Pictograms,
    • Hazard statements,
    • Precautionary statements, and
    • Contact information of the chemical, manufacturer, distributor, or importer.

Information that employers must provide employees include the 16-section format, and how information on the label is related to the safety data sheet.

For more detailed information on the required training, please visit the Occupational Safety and Health Administration's website:
