This Week in History

January 14, 1928 - Future Dr. Seuss begins Career at Standard Oil

New York  City's Judgemagazine includes its first cartoon drawn by Theodore Seuss Geisel - who will develop his skills as "Dr. Seuss" while working for Standard Oil Company.

In the 1928 cartoon that launches his career, Geisel draws a peculiar dragon trying to dodge Flit, a popular bug spray of the day.

"Quick, Henry, the Flit!" will become a common catchphrase.

Flit is one of Standard Oil of New Jersey's many consumer products derived from petroleum. For years to follow, Geisel's fanciful menagerie will populate Standard advertisements.

Throughout the hard years of the Great Depression, advertising campaigns for Esso gasolines, lubricating oil, and "Essomarine Oil and Greases," provided steady income to Geisel and his wife.

January 17, 1911 - North Texas Discovery will lead to Boom

The Electra oil field is revealed in Texas with the first commercial oil discovery in Wichita County.

The Producers Oil Company well Waggoner No. 5 comes in at 50 barrels per day from a depth of 1,825 feet on land owned by rancher William T. Waggoner, who had previously found traces of oil while drilling for water.

"At first, there weren't any cars, and about the only thing oil was good for was to help repel chicken house mites," notes a Wichita County historian.

January 19, 1965 - Inventor patents "Underwater Manipulator"

Howard L. Shatto Jr. patents an "underwater manipulator with suction support device" - precursor to today's modern remotely operated underwater vehicles.

January 20, 1886 - Ohio's Great Natural Gas Well

The spectacular natural gas well - the "Great Karg Well" of Findlay, Ohio - comes in with an initial flow of 12 million cubic feet per day.

The well's pressure is so great that it cannot be controlled by the technology of the time. The gas will ignite and the flame becomes an Ohio tourist attraction that burns for four months.

One Year Later-The Pipeline Safety Act

PHMSA_LOGO_PNGOn September 7, 2011, Pennsylvania Representative Bill Shuster, along with his cosponsor, John Mica of Florida, introduced a House Bill 2845 to amend title 49, United States Code. The purpose is to provide for enhanced safety and environmental protection in the pipeline transportation, to provide for enhanced reliability in the transportation of the Nation's energy products by pipeline and for other purposes. President Barack Obama signed The Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011 into legislation on January 3, 2012.

The Act reauthorizes PHMSA's federal pipeline safety programs though 2015's fiscal year and provides the regulatory certainty that is necessary for pipeline owners and operators to plant infrastructure investments and to create jobs. By strengthening the enforcement and improvement of current laws, the Act improves pipeline transportation with the safest and most cost-effective way to transport natural gas and hazardous liquid materials. This ensures a balanced regulatory approach to improving safety that applies to cost-benefit principles. The Act also protects and preserves Congressional authority by making sure that certain key rulemakings are not finalized until Congress has an opportunity to act.

Since the Act was signed into law one year ago, PHMSA has taken a number of actions to improve pipeline safety, including:

  • Initiating rulemaking to update Part 190 of the Pipeline Safety Regulations with newly-increased maximum civil penalties for safety violations
  • Issue regulations for enforcement hearings that require a presiding official, implement a separation of functions, and prohibit ex parte communications
  • Conducted a study on the use of automatic and remote-controlled shutoff valves
  • Initiated several rulemakings aimed at strengthening gas and liquid pipeline integrity management
  • Created an online, publicly accessible database to track progress in replacing cast iron inventory
  • Promoted public education and awareness of safe digging and damage prevention:
    • Produced a public service announcement
    • Partnered with Washington Gas Co. and area first responders for a public safety demonstration in observance of National 811 day
    • Conducted a satellite media tour on first day of spring
  • Issued guidance to operators on providing system-specific information about their pipelines to local emergency responders
  • Conducted a study on leak detection systems used by hazardous liquid pipeline operators
  • Conducted a study of hazardous liquid pipeline incidents at crossings of inland water bodies to determine if depth of cover was a factor
  • Issued an advisory bulletin reminding pipeline operators to immediately notify public safety officials when a pipeline emergency occurs
  • Awarded a contract to the National Academy of Sciences to conduct a study on whether current regulations are sufficient to regulate pipelines transporting diluted bitumen
  • Issued an advisory bulletin advising pipeline operators to report any exceedance of Maximum Allowable Operating Pressure within 5 days
  • Hired additional federal pipeline safety inspectors
