Speaker Robert D. Noonan is an attorney and founder of Robert Noonan and Associates\EmpACTS of New England.

Prior to joining the firm Bob served as Vice President and Counsel for the Connecticut Business and Industry Association. In that capacity, he was responsible for advising association members of the latest developments in workplace law and HR issues. In addition, Bob's professional experience includes 20 years in Human Resources Management with Pitney Bowes Inc, and the Napier Co, an international manufacturing concern. He holds a juris doctor from the University of Connecticut School of Law as well as a master's degree in industrial relations and a master's degree in sociology. 

He is on the executive committee of the Employment Section of the Connecticut Bar Association, a trustee of Gibbs College and a faculty member of St. Joseph's College and the University of Hartford. He is admitted to practice before the Connecticut superior courts and the federal district courts.

 

Speaker Jessica Z. Wragg is an attorney with the firm concentrating her practice on representing employers in civil litigation and in administrative proceedings including defending against discrimination and wrongful discharge claims, wage violations, and unemployment compensation matters.  Jessica reviews and drafts documents including: noncompete, separation, and employment contracts; summary plan descriptions, handbooks and employment policies. To help employers prevent problems before they arise, she advises employers on compliance matters and conducts seminars on a variety of topics, including sexual harassment training for supervisors. 

 

Jessica's prior professional experience includes the United States Department of Labor in the Employee Benefits Security Administration where she assisted employers with compliance obligations under the Employee Retirement Income Security Act (ERISA). Jessica holds a juris doctor from Suffolk University Law School in Boston, Massachusetts, and a B.A. from Wesleyan University. She is admitted to practice before the Connecticut superior courts and the federal district courts.
