| Mayor's Message |  Dear Neighbors,
I've written before about fall being my favorite season of the year - the cool, crisp mornings, sunny, but not oppressive, afternoons and evenings that seemingly beg for a fire in the fireplace or backyard fire pit.
More than just the weather, of course, fall is also the time of year that our community seems to take a deep breath, stretch a bit, regroup and prepare for the busy and hectic holiday season that awaits.
We've cleaned up from Swedish Days, the Concours d'Elegance, the Fox Valley Folk & Storytelling Festival and Festival of the Vine, and now can enjoy the luxury of approximately 66 days before we gather downtown Geneva for the Christmas Walk.
During this brief but welcome respite, I hope you'll join me in embracing the natural beauty of our community that often serves as the backdrop for our celebrations but, less often, serves as the reason for such celebrations.
Enjoy a cup of coffee on a beautiful fall morning in the downtown, have lunch with friends and family in one of our many fine restaurants, enjoy the company of those closest to you in one of our entertainment destinations or simply stroll through the neighborhoods or along the Fox River and reintroduce yourself to the unique environment that makes Geneva special.
So, try to make the best of the 1,584 hours remaining until the rushed and raucous holiday season is upon us and "slow down and smell the flowers" that define this place we call home.

| Curbside Leaf Collection Program Starts in October |
Geneva residents should mark their calendars for when the City's curbside leaf collection will be in their neighborhood in the coming weeks.
The City is divided into three geographical zones, with each zone collected three times using vacuum equipment. Every street will be targeted one time during each of the three separate leaf pickups.
Residents are required to rake their leaves to the parkway no later than 7 a.m. on the Monday of their scheduled pickup week. Leaves placed on the parkway after the crews have passed will not be collected until the next scheduled date.
Leaves should be located on the parkway parallel to the street and about 12 inches behind the curb or edge of the pavement. Placing leaves in the street or curb/gutter is prohibited. Leaves deposited in the street can clog storm sewers, which can later result in street flooding.
The City also has an additional leaf bag collection program that runs from Dec. 1 to Dec. 27. Refuse stickers are not required, but bags containing yard waste, mulch or grass clippings mixed with leaves will not be accepted.

| Geneva Named One Of The Best, Safest Places To Live |  We all know that Geneva is a great place to live, and that message keeps being affirmed as our City continues to garner accolades and recognition across the country and state. The City was recently recognized four times in recent surveys: The first annual ranking of the Best Places for Families to Live was released by Ziprealty.com. Geneva ranked No. 2 in the United States. Movoto Real Estate Blog named the City of Geneva the third safest community in Illinois based on a recent crime statistics study. Thrillist listed Geneva's Island Park and our downtown as one of its "8 Best Outdoor Dates In And Around Chicago." Geneva earned yet another honorable distinction from Thrillist, this time being recognized as one of the top vacation destinations near Chicago. We appreciate our residents and all those who make Geneva a special place to live. We could not do it without you. |
| Road Construction Scheduled For Routes 31 & 38 in 2015 |
Two of Geneva's major thoroughfares are slated for resurfacing projects by the Illinois Department of Transportation in spring 2015.
Work is tentatively scheduled to begin in April on West State Street (Route 38) from First Street into western Kane County as well as First St. (Route 31) from Elizabeth Place in Geneva south into Batavia.
There will be lane closures associated with both projects, which is strictly resurfacing and will not create any additional lanes.
The City will be providing more details about each project in the coming months as we continue to meet with IDOT. Stay tuned.

| Under Construction: Parking Deck Update |
Construction crews have made solid progress on adding a third tier to the Third Street Commuter Parking Deck since it closed in mid-August.
Two concrete pours have taken place in September and work is ongoing this week to prepare for a third pour Friday, Oct. 3. You can see more construction photos in our online gallery.
The $4.5 million project, which will provide an additional 180 parking spaces, is being funded entirely by grants through Metra. Construction is anticipated to be completed in the winter with additional restoration work being finished next spring.
Residents can find commuter shuttle, parking and more information about the construction project all on the City's website.

| Route 38 Overpass Partially Open To Traffic | |
One lane of traffic in each direction is now open on the new Route 38 bridge over the Union Pacific railroad tracks on the City's east side. Motorists should use caution when driving on the overpass since construction is ongoing in the surrounding area.
Northbound Kautz Road access from Route 38 will be closed to traffic until the new roadway configuration is completed. A new detour route will direct Route 38 drivers north on Kirk Road, east on Averill Road and north on Kautz Road. From Averill, southbound Kautz will only allow access to Roquette University and Prairie Landing Golf Club. The detour route is expected to remain in place until early summer 2015.
The $28 million overpass project, which is being primarily funded with federal and state grants, will realign Route 38 just south of the existing roadway and feature a T-intersection with Kautz Road. Two wider through lanes in each direction will allow cars to travel over the train tracks. Other project scope details will include left turn lanes at various locations, curb and gutter work and new modernized traffic signals.
Geneva's proportionate cost share of the project is about $250,000, which will pay for intersection improvements at Route 38 and Kautz Road, electric work and water main relocations.
Route 38 has remained open during construction, which began in late 2012, but traffic has been reduced to one lane in each direction. Motorists are encouraged to use alternate routes (Kirk Road and Fabyan Parkway) to avoid the area.
Once completed, more than 21,000 vehicles will be able to bypass the railroad crossing on a daily basis, which averages 129 commuter and freight trains each day. The overpass also will reduce pollution with enhanced traffic flow and cars no longer idling waiting for trains to clear the crossing. The target completion date is summer or fall 2015.

| New Leadership Team Named At Public Works Department |
Rich Babica will bring more than 22 years of experience to Geneva after being chosen to lead the City's Public Works Department.

Babica most recently spent the last decade as the Public Works Director of West Dundee. He will now lead Geneva's Public Works Department, which has 54 employees working in the Streets, Engineering, Electric and Water Divisions.
During his tenure at West Dundee, Babica oversaw the completion of the Randall Road Water Treatment Plant, which was identified as the 2005 American Public Works Association Project of the Year in the Environmental Category. His other notable accomplishments include implementing a village-wide GIS system that was able to correlate work orders, securing grant funding to install streetscape planters and pavers in downtown West Dundee, and managing the intersection reconstruction of Routes 72 and 31.
"We are all looking forward to the opportunity to work with Rich and the expertise that he brings to our organization," City Administrator Mary McKittrick said. "His professional experience as a public works director in a neighboring municipality and his advanced educational background will benefit our citizens and our entire community. We are fortunate to have him join our team."
Babica replaces former director Dan Dinges, who resigned in May after 15 years with the City.

I also look forward to adding fresh ideas and insights to the City's Public Works Department operations," Babica said. The City also has promoted Hal Wright from Geneva's Manager of Electric Operations to Electric Division Superintendent. A 27-year veteran of the City, Wright was originally hired as an Assistant to the Superintendent of Electric prior to serving as manager for the last two decades.

| Catch Vikings High School Sports On Geneva Broadcast Network This Fall |
You can catch plenty of Vikings sports as the City's Geneva Broadcast Network will air high school games during the 2014-15 school year.
You may have already seen some of our first few Geneva High School football, soccer and volleyball games this fall. If you have not tuned in, games are airing at 4 p.m. daily (and 4 a.m. for you early birds) on GBN, which is Ch. 10 on Comcast and Ch. 99 on AT&T U-Verse. You can also watch GBN streamed live on our website.
GBN is airing Geneva High School sports in an effort to expand its program lineup and to showcase the talented athletes we have in our community. We want to thank Geneva High School's Television Department (GTV) for their help in bringing the games to your living room.
So if you cannot make it to a game, or just want to relive the memories of a thrilling victory, tune in to GBN each week to catch the Geneva High School Vikings in action. We hope you enjoy the broadcasts, and go Vikings!

| Geneva's 2014 Pewter Ornament Is Now For Sale | |
People looking get a jump start on their holiday shopping can purchase the City's popular pewter ornament or other merchandise, which make the perfect gift for those who live in or love Geneva.
The 2014 pewter ornament depicts the iconic Loveday House in downtown Geneva on the front and history of the home on the back. The ornament will be sold for $12 from 8 a.m. to 5 p.m. Monday to Friday at City Hall, 22 S. First St., and on the City's website. The Loveday House, 328 S. Third St., has been home  to the Paper Merchant since 1990. Built in 1866 by lawyer Charles D.F. Smith, the house conforms to the fashionable Gothic Revival-style of picturesqueness and variety with its several projecting wings, its high roof interrupted by dormers and the gable ends decorated with pretty trefoil-shaped vents. Purchased by William and Louisa Loveday for their family in 1870, the house bears the family's name. The Geneva Historical Society awarded the home a bronze plaque in 1972.
This is the fifth year Geneva has sold its traditional pewter ornament to the community. Previous ornaments have featured the City logo, City Hall and Pure Oil Building.
New merchandise available to purchase this year include bracelets, picture frames, City of Geneva golf balls with tees, a commemorative coin and more.

| View Virtual Map Of the 'Art on Fire' Hydrants Across Geneva |
 Three Geneva residents were honored in August by the City Council for their artistic contributions to our second "Art on Fire" hydrant design contest.
Felicia Kraft won first place for her "Outfoxed" design located at Second and James streets (pictured right). Ellie Wood's "Geneva's Finest Firefighter T I double G-er" (State and Second streets) and the team of Marie Kostecka and Sally Gaigalas' "River Rock N Roll" (State and Fourth streets) hydrants earned second and third place respectively.
Mayor Kevin Burns initiated the "Art on Fire" program to have individuals "adopt" and paint fire hydrants to display creative artwork throughout Geneva. All 53 hydrants painted in 2013 and 2014 were judged by the City's Public Arts Advisory Committee and Cultural Arts Commission.
People can take a virtual tour of all the decorated hydrants on an interactive map posted on the City's website.
"Art on Fire" did not mandate a specific theme, but the program encouraged artists to incorporate the character of the hydrant's surrounding environment into their design. City staff reviewed and approved all application designs to make sure they did not compromise the visibility of the fire hydrants.
The City wants to thank the Geneva Cultural Arts Commission and Public Arts Advisory Committee for their assistance with the program.

| Community Gardens Need Dedicated Volunteers | |
The City of Geneva is seeking a dedicated group of green thumbs to take care of planting beds in the downtown.
Gardening areas in need of a little TLC include City Hall gardens, the flower areas around the "Rain Man" statute fountain at Dodson Place, and the newly created Third Street Pedestrian Mall.

As we enter fall, the Geneva Fire Department believes it is a good idea to refresh your memory on fall fire safety tips. 
Time Changes Mean Battery Changes Get in the habit of changing the batteries in your smoke detectors and carbon monoxide detectors every fall and spring when changing the clocks for Daylight Savings Time. It is also a good idea to make it standard procedure in your household to verify that all fire extinguishers are fully charged and in working order when you adjust the clocks each season.
Central Heating System Safety Tips Get your central heating system cleaned, inspected and serviced by a certified HVAC (heating, venting and air conditioning) contractor every year before using it. If you have a gas heater, make sure that you have a sufficient quantity of fully functioning carbon monoxide detectors installed in your home.
Space Heater Safety Tips
- Make sure that any space heaters are surrounded by at least 3 feet of empty space.
- Never place clothing or any other objects on a space heater to dry.
- Do not place space heaters near furniture or drapery.
- Turn space heaters off when you leave the house or go to bed.
- Avoid storing any combustible items near heaters.
Fireplace Safety Tips
- Get your chimney inspected each year to make sure that it is safe.
- Hire a chimney sweep to clean out your chimney every fall.
- Repair any cracks in fireplaces.
- Use fireplace screens to keep sparks and fire debris inside the fireplace.
- Do not ever use gasoline to start a fire in the fireplace.
- Never leave a fire unattended.
- Make sure that combustible materials are not stored within 3 feet of your fireplace.
- For natural gas fireplaces, get all connections and lines inspected before use each season.
- Remember that outdoor fireplaces can be just as dangerous as indoor units, and observe all safety precautions when using them.

New Plan Outlines Housing Strategies For Geneva
The City of Geneva continues to explore future housing needs as part of a long-range planning process and in particular, the concern that there is not enough affordable housing for seniors.
The City's housing goals are focused on defining and analyzing both existing and future housing needs, potential locations for affordable housing, and actions the City can take to enhance housing affordability.
The City's Community Development Department received funding from the Chicago Metropolitan Agency for Planning (CMAP) to prepare a housing policy plan. During the past year, Geneva, Batavia, St. Charles and North Aurora have collaborated with several state, county and regional agencies to develop separate housing policy plans for each community, as well as, recommendations on how the municipalities can work together.
The process used to develop the Geneva portion of the plan analyzed current housing, the capacity for creating new housing, the relationship between the City's workforce and housing, and housing needs by age and income group. A community workshop was held to gather ideas from residents on the future of housing in Geneva.
The draft plan was formulated, and then reviewed by the Geneva Housing Task Force and the City Council. The recommended housing strategies for Geneva are as follows:
- Establish a goal that 15 percent of all new housing units will be affordable housing
- Amend the zoning ordinance to allow for compact residential development in key areas of Geneva
- Create an incentive-based overlay zoning district that encourages the development of affordable housing
- Commission a downtown parking study
- Consider a foreclosure redevelopment program
- Create and market materials to citizens that describe housing trends, data, and related goals
- Register and inspect rental properties
- Reaffirm the City's commitment to be an open community
- Additional measure: consider creating an inclusionary zoning ordinance

City's Finance Drop Box Replaced with Building Drop Slot
If you pay your monthly utility bill by using the City of Geneva Finance Division Office drop box, you will notice the box has been removed in favor of a drop slot.
The new slot is located left of the front door of the Finance Office, 15 S. First St.
The City's Finance Division is open 8 a.m. to 5 p.m. Monday to Friday, but City of Geneva customers can drop off their utility bills after-hours using that slot. Other drop box locations in the City are located behind City Hall, 22 S. First St.; Fire Station No. 1, 200 East Side Drive; and Fire Station No. 2, 2530 Fargo Blvd.
Residents also can pay their bills online via the City's website.

Geneva Police Department Wants Everyone To Have A Happy And Save Halloween
The Geneva Police Department wants parents and children to have a fun Halloween experience, but please make safety a top priority for our little ghosts and goblins.
As noted above, participating Geneva downtown businesses will be handing out candy to children from 2 to 5 p.m. Thursday, Oct. 30.
Children should trick-or-treat in their neighborhoods between the City's recommended hours of 3 to 7 p.m. Friday, Oct. 31. Parents should take an active role in this process by making sure their families follow these safety tips:
- Wear light-colored clothing or some type of reflective material for better visibility.
- Ensure costumes fit and are worn in a manner that prevents tripping.
- If children wear masks, make sure they can see clearly and their visibility is not obstructed.
- Small children should always be accompanied by an adult.
- Go out in the daylight when possible and carry a flashlight for use if out after dark.
- Only give and accept wrapped candy.
- Examine all candy before allowing children to eat it.
- Carrying hard props such as swords and daggers should be substituted with soft foam rubber items.
- Stay within familiar neighborhoods.
- Watch for traffic.

Geneva To Flush Fire Hydrants Starting Oct. 6 
The City of Geneva will be flushing fire hydrants throughout the community for a four-week period starting Monday, Oct. 6 as part of an ongoing maintenance program.
Hydrants will be flushed from 8 a.m. to 3 p.m. Monday to Friday. The water is safe to drink, but residents are encouraged to let their faucets run for a few minutes if they notice any discoloration.
Residents are urged to limit their water use if possible and refrain from laundering their clothes during this time period to avoid staining from rusty water. In the event rusty water discolors clothing, residents should keep the clothing wet and call the Geneva Public Works Department at 630-232-1501 to request a rust-removing solution packet.
Signs will be placed in neighborhoods to remind residents that the program is underway in their area. Residents also can view the hydrant flushing progress on the City's website. Work is expected to be completed in late October.
The City flushes its hydrants twice a year to improve the overall quality of the water by cleaning the water mains of rust and corrosion and to ensure that all fire hydrants are working properly.

Geneva Named Tree City USA Recipient For the 14th Time
Geneva was named a 2013 Tree City USA by the Arbor Day Foundation in honor of its commitment to effective urban forest management.
Geneva achieved Tree City USA recognition by meeting the program's four requirements: a tree board or department (The City's Natural Resources Committee), a tree-care ordinance, an annual community forestry budget of at least $2 per capita, and an Arbor Day observance and proclamation.
The Tree City USA program is sponsored by the Arbor Day Foundation, in partnership with the U.S. Forest Service and National Association of State Foresters. Cleaner air, improved storm water management, energy savings and increased property values and commercial activity are among the benefits enjoyed by Tree City USA communities.

Geneva's Monthly Brush Collection Program Continues Through Fall

The brush program is intended for the disposal of tree limbs and branches that are removed by the property owner for normal maintenance and upkeep, not for lot clearing. Crews will not collect material produced by a private contractor.
The remaining 2014 collection dates are the weeks of:

Since collection days can vary, residents should place brush and limbs on the parkway by 7 a.m. Monday on their scheduled week. Crews will not return to a neighborhood until the next scheduled pickup.
Tree branches must be stacked with the cut ends facing in one direction toward the curb or edge of the pavement - not in the street. Branches and stumps cannot exceed 12 inches in diameter, and tree limbs should be less than 12 feet in length.

Report Street Light Outages To The City Online
If you notice a street light that is out or turning on and off in your neighborhood, please let us know about it. The City often depends on customers to alert us of these issues.
Residents can report faulty street lights (and many other service requests) conveniently through the City's online request tracker system. Select "Report A Concern," provide the necessary details, and our Electric Division will take it from there to fix the street light. Please submit one request per street light.
For emergencies, such as damaged or leaning street light poles or exposed electric wires, please contact the Electric Division at 630-232-1503 between 7 a.m. and 4 p.m. Monday to Friday. After hours, contact the Geneva Police Department at 630-232-4736.
