Ongoing work on the NYS Thruway between exits 23 and 24 is resulting in a new traffic pattern on March 15.
All northbound traffic in that area will be diverted across the median and share the southbound pavement with jersey barriers separating the northbound and southbound lanes.
Beware that in case of an accident, LCV/ tandems may be restricted or instructed to drop a trailer at an unplanned tandem area, via the NYSTA's electronic message boards. |

 Submitting Correctly is the Key!
Just over a year ago, Booth Time touched on the subject of violation management. In recent months we have noticed an increase in customers attempting to appeal violations without providing required documents or requesting to have tolls posted directly to the BESTPASS E-ZPass account. In order to expedite the appeals process, it is important to handle violations in the following manner:
NYS Thruway and PA Turnpike Violations
- Submit all NYS Thruway Authority (NYSTA) and PA Turnpike (PTC) violations to support@bestpass.com for processing.
- NYSTA and PTC are currently the only agencies for which BESTPASS is authorized to submit on your behalf and request the tolls be posted to the account and administrative fees be waived.
MassDOT Violations

Print and submit the violation processing forms (available through our customer web portal) to MassDOT along with the original violation notice.

Do not include toll payment, as MassDOT will determine the amount due after processing paperwork.
- Please note: If you submit the toll payment along with the paperwork, MassDOT accepts this as your acknowledgment of the violation "as is" and total amount due including fees. Once this happens they will not waive fees and you will be required to submit payment in full.
All other Agency Violations
Keep in Mind
- Attempting to have the toll posted to your BESTPASS E-ZPass account, will only delay the processing of your violations and could cause them to go into collections for non-payment.
A Good Offense is the Best Defense!
- Help reduce the number of paper violations being issued by updating your BESTPASS account with all plates registered to or actively in use by your company, including leased or rented vehicles.
- Let BESTPASS know the contract end dates for leased or rented vehicles so the corresponding plates can be deactivated from your account as soon as the contract ends.
- When a paper violation is generated, the chances are that the plate is not active on your BESTPASS E-ZPass account. This becomes an even bigger problem when appealing a violation. Make sure the plate is active on your account or you run the risk of your appeal being denied.
By following these simple procedures, you can help reduce processing time, and the number of violations issued, becoming delinquent or going into collections, both of which are subject to increased fees.

Use BESTPASS for your TOPS Sumbissions

The New York State Thruway Authority (NYSTA) requires credit card payment for the Thruway's Over-Dimensional Permit System (TOPS). Our clients post-pay for permit, charge will be added to their BESTPASS invoice. Plus the BESTPASS TOPS website is much more user-friendly and intuitive than the NYSTA site.
Preventing Unnecessary Charges
We verify information, including:
- Axle weights and vehicle measurements before submitting to the NYSTA and call you with any questions which might delay the permitting process.
- If you submit 2 permits for the same date and vehicle, we verify that it's intentional.
- We monitor for our client's TOPS usage patterns and contact them if they seem out of line so they can avoid unnecessary charges.
NYSTA does not issue credits for incorrect or duplicate submissions under $150.00 and we cannot guarantee a credit on issued permits over $150.00.
All TOPS submissions need to be in one day prior to usage. |

PTC & NJ Daily Toll
 You asked and we listened. Beginning April 1st, discounted Pennsylvania Turnpike and New Jersey Turnpike tolls will now be available for download daily. If you're looking for all of your toll usage, BESTPASS now provides it via our web portal or live data feed as soon as we receive and process it. Please note, BESTPASS can only provide toll usage records as they are provided by the tolling authorities. Some usage records can take up to 48 hours or longer to make its way through the E-ZPass system and show up on your account.
Please Note: Daily PTC toll is limited to transponder based toll only. Toll by license plate along with any toll corrections and reversals are still only provided at the end of the billing cycle. We are reaching out to the PTC to work with them on these issues.
