No Grace for Speeding in a School Zone
A message from the Leon Valley Police Department.... It's that time again! Back to school! Time for our children to begin refocusing on their education and for parents and children to prepare for another fun filled school year. With the start of the new school session, the Leon Valley Police Department would like to take this opportunity to remind all drivers that school zones are in effect once again. The school zone times and posted speeds vary throughout our community, so please be mindful of speed limit signs, warning signs and flashing school zone lights. Pedestrians and especially children are often not aware of their surroundings while walking or riding their bikes. It's not uncommon for them to unexpectedly appear from between parked cars or walk out onto the roadway without checking for traffic.

Also remember that the handheld use of electronic equipment such as cell phones, tablets or similar devices is prohibited while in an active school zone and your vehicle is in motion. This law not only applies to the public roadways, but also roads and parking lots on school property. In addition to the laws that are in place for school zones please remember that law enforcement personnel will offer no grace in regards to the posted speed limit within a school zone. This approach to traffic enforcement is to help ensure the safety of our children in these areas with higher than normal pedestrian traffic. Law enforcement personnel will be monitoring school zones closely.

Huebner Creek Watershed Request for Mandatory Detention
Petition to the City of San Antonio (COSA) for expanding the  Mandatory Detention designation in Huebner Creek Watershed upstream of the City of Leon Valley.

Direct questions to staff -  Melinda Moritz, Public Works Director, Elizabeth Carol, Community Development Director, and Fire Chief Valdez

Leon Valley staff has petitioned the City of San Antonio to designate all areas in the Huebner Creek watershed North of Leon Valley as "Mandatory Detention". Staff has presented our case to the San Antonio Development Process Task Force, and has received support of our request to date from the City of San Antonio, the San Antonio River Authority, and Bexar County.

In working to improve our floodplain and better protect our citizens, Staff determined that our primary course of action was to petition the City of San Antonio to take measures to better control storm water runoff from new development along the Huebner Creek watershed North of Leon Valley. We are specifically asking that any new development (including re-development) of these properties are provided with on-site detention measures in lieu of sloping runoff into Huebner Creek, which may create more water downstream and add to the already high risk of flooding to the citizens of Leon Valley. We are asking that the City of Leon Valley be protected from additional storm water based on our history of flooding and topography. Once designated as a "Mandatory Detention" zone, staff believes that this will lessen the impact of storm water runoff from new development upstream, and also allows staff to work towards improving our floodplain and emergency planning within our city limits.

If you would like additional information regarding this process or our request of the City of San Antonio, please contact any of the staff members listed above at 210-684-1391.

This notice will be posted for 30 days, after which if all questions and concerns are addressed, we will move forward with our petition to the City of San Antonio (COSA) for expanding the Mandatory Detention designation in Huebner Creek Watershed upstream of the City of Leon Valley.
