Huebner Creek Watershed Request for Mandatory Detention
Petition to the City of San Antonio (COSA) for expanding the  Mandatory Detention designation in Huebner Creek Watershed upstream of the City of Leon Valley.

Leon Valley staff has petitioned the City of San Antonio to designate all areas in the Huebner Creek watershed North of Leon Valley as "Mandatory Detention". Staff has presented our case to the San Antonio Development Process Task Force, and has received support of our request to date from the City of San Antonio, the San Antonio River Authority, and Bexar County.

In working to improve our floodplain and better protect our citizens, Staff determined that our primary course of action was to petition the City of San Antonio to take measures to better control storm water runoff from new development along the Huebner Creek watershed North of Leon Valley. We are specifically asking that any new development (including re-development) of these properties are provided with on-site detention measures in lieu of sloping runoff into Huebner Creek, which may create more water downstream and add to the already high risk of flooding to the citizens of Leon Valley. We are asking that the City of Leon Valley be protected from additional storm water based on our history of flooding and topography. Once designated as a "Mandatory Detention" zone, staff believes that this will lessen the impact of storm water runoff from new development upstream, and also allows staff to work towards improving our floodplain and emergency planning within our city limits.

Stage 2 Drought Restrictions
The J-17 well 10 day average shows that the well dropped and stayed at or just below 650 ft. Our code states:
 
"Stage II  Any day following a day when the J-17 well level is at or below 650 ft. msl and above 640 ft. msl"
 
City Manager Henry Brummett has formally declared that Leon Valley is now in Stage II watering restrictions. The Stage II Watering Restrictions state the following:
 
Landscape watering is permitted one day per week in accordance with stage I watering days only between the hours of 3:00 a.m. to 8:00 a.m. and 8:00 p.m. to 10:00 p.m. Landscape watering by means of a properly installed irrigation system, sprinkler or soaker hose is permitted on the authorized watering day during the designated hours listed in this subsection. Watering with drip irrigation or 5 gallon bucket is permitted any day, but only between 3:00 a.m. to 8:00 a.m. and 8:00 p.m. to 10:00 p.m. Watering with a handheld hose is allowed any time on any day.  
  • Filling of all new and existing swimming pools is prohibited, unless at least 30% of the water is obtained from a source other than the aquifer. Groundwater may be used to replenish swimming pools to maintenance level.
  • Draining of swimming pools is permitted only onto a previous surface or onto a pool deck where the water is transmitted directly to a previous surface, only if necessary to:
    • Remove excess water from the pool due to rain to lower the water to the maintenance level;
    • Repair, maintain, or replace a pool component that has become hazardous;
    • Repair a pool leak; and
    • All nonpublic swimming pools must have a minimum of 25 percent (25%) of the surface area covered with evaporative screens when not in use, inflatable pool toys or floating decorations may be used for this purpose.
  • Restrictions stated in Stage I remain in effect, unless added to or replaced by stage II rules.
  • Owners of exempt wells must comply with these restrictions.
  • Washing impervious cover such as parking lots, driveways, streets, or sidewalks is prohibited. Health and safety exceptions to this rule may be requested from the city in writing.
  • Hotels, motels and other lodging must offer and clearly notify guests of a "linen/towel change on request only" program.
  • Restaurants may serve water only on request (to reduce dish washing).
  • Charity car washes allowed only at commercial car wash locations.
