Letter from the Executive Director

   

Dear Reader,

 

I trust that you have had a good summer. And for those who took vacations, that you have had some rest and relaxtion. We have an exciting period ahead of us. As you, no doubt, have seen through the various "Member Announcements" the Fall and Winter are packed with activities. We look forward to seeing you at the Carrefour de la T�l�sant� - 19th ISfTeH International Conference on October 16 - 17 in Paris. Our French national member association, CATEL, has quite the program for your education, knowledge sharing and networking. I invite you to visit their website for more information.

I would like to announce a new event on the landscape. The ISfTeH is planning the first World Telemedicine & eHealth Forum (WTeHF) for March 24 - 26, 2015 at the Abu Dhabi National Events Center, Abu Dhabi, United Arab Emirates. The WTeHF is aimed at enhancing international dialogue and global cooperation among participants from various stakeholder groups - Academia, government, industry, and civil society - on key aspects of the ICT for health industry. We expect to attract between 500 and 1,000 policy and decision-makers, healthcare managers, service providers, researchers, product manufacturers, solutions developers and end users from across the globe. The Forum will comprehensively cover the state of the art in the use of ICT in health, as well as offer unprecedented networking opportunities.

We will leverage our experience in delivering these through the ISfTeH International Conferences and Med-e-Tel, over the past 19 and 12 years, respectively, to meet the Forum's mission of knowledge dissemination, connecting customers and sellers, while having fun in the sun.

The WTeHF is destined to become the world's largest and most important annual Telemedicine & m-eHealth event, the "Must Go" event for all those who are active in the field of Telemedicine and m-eHealth. It will feature the award of the World Telemedicine & eHealth Trophy (WTeHT), which will:

  • Recognize and celebrate excellence in the field of Telemedicine and m-eHealth
  • Support outstanding initiatives in the field

We expect The Trophy to become "the ultimate symbol of achievement in the field of Telemedicine and m-eHealth".

I am also happy to announce that the ISfTeH 20th International Conference is confirmed for Rio de Janeiro, Brazil on October 28 - 30, 2015. A theme has been selected for the event - "Telehealth for Universal Health Coverage". After the World Cup and before the Olympics, we welcome you to capture the beauty and excitement of Rio. So, save the dates.

ISfTeH Meetings and Conferences

19th ISfTeH International Conference - 5th Carrefour de la Telesante

October 16 - 17, 2014

 

Every year, the ISfTeH co-organizes its annual International Conference linked with an event organized by one of its National Members worldwide. After Abuja (Nigeria) in 2012 and Takamatsu (Japan) in 2013, it will Paris (France) on October 16th-17th, 2014. The CATEL (Club of the Actors of Telehealth), ISfTeH National Member since 2006, has organized the "CARREFOUR de la TELESANTE" for the past 4 years, an event gathering 300 to 350 participants, coming from all the components of the telemedicine and telehealth field: institutional, healthcare professionals, providers, researchers, software designers, patients, academics. Therefore, it is with pride that the CATEL has accepted to host the 19th ISfTeH International Conference in conjunction with the 5th CARREFOUR. The conference will take place in the prestigious venue of the City of Science and Industry in Paris. These are the themes that will be developed in the various sessions:

  1. "What legislation and regulation have been adopted?"  
  2. "How efficient is telemedicine according to evaluating countries?" 
  3. "Which methodologies to support eHealth projects?"
  4. "What international collaborations are supported through telemedicine?"
  5. "New tools and services for eHealth: what contribution to economic development in investing nations?"
  6. "Is there meaningful eHealth exchange between developed and developing nations?"
  7. "What eHealth success stories are there worldwide?"
Each session, with French/English simultaneous translation, will be co-chaired by a French representative and an International representative.
CATEL and the ISfTeH are pleased to invite you to Paris, capital of France, but also a most attractive tourism capital with the unchallenged reputation as "first world destination"!

Med-e-Tel 2015, one of the annual ISfTeH events, is taking place on 22-24 April 2015 in Luxembourg. Join us there for an exciting program providing a view on practical Telemedicine and eHealth experiences and an opportunity to meet and network with ISfTeH members as well as other service and technology providers from around the world. The IHE-Europe Connectathon 2015, co-organized by IHE-Europe  and the Agence eSante Luxembourg, will be held in conjunction with Med-e-Tel 2015 from 20 to 24 April 2015 at the Luxexpo Exhibition and Congress Center. IHE is a worldwide initiative that enables healthcare IT system users and suppliers to work together to enable interoperability of IT systems. The Connectathon is the annual connectivity test marathon where health IT companies test the interoperability of their products in a structured environment with peer vendors. They perform these tests using real world clinical scenarios following IHE Integration Profile specifications across a variety of domains (radiology, cardiology, pharmacy, pathology, patient care devices, patient care coordination, laboratory, etc.)

Aga Khan Development Network eHealth Resource Centre
The Aga Khan Development Network eHealth Resource Centre (AKDN eHRC) was established in 2011 to support the eHealth needs of the Aga Khan Development Network (AKDN) health agencies and their partner health institutions (governments and non-governmental organizations). AKDN eHRC employs information and communication technologies (ICT) to support the assessment, development and implementation of eHealth initiatives and activities of its clients primarily in South-Central Asia and East Africa.

AKDN eHRC supports AKDN health programmes and institutions that are working to improve the health status of communities in which AKDN and its partners operate by linking health institutions and health providers, promoting comprehensive and coordinated care to communities and minimizing the barriers of distance and time. The objective of the Centre's work is to introduce and support the use of eHealth tools and approaches to build the capacity of health professionals within and outside AKDN, enhance the quality of health care, make health care more accessible to communities living at a distance from health facilities and, ultimately, strengthen health systems.

National Member Spotlight
Lithuanian Telemedicine Association
The Lithuanian Telemedicine Association was founded in 2012. Alvydas Paunksnis, Professor of Ophthalmology, is the President of the Association. The Lithuanian Telemedicine Association became the national member of the International Society for Telemedicine & eHealth (ISfTeH) in 2014.
Research and clinical implementation of telemedicine took place in Lithuania since the early 1990's at the Lithuanian University of Health Sciences and it's Telemedicine Center. The first Head of the Telemedici
ne center and initiator of telemedicine activities was Prof. Alvydas Paunksnis, member of the ISfTeH. Early significant projects focused on telemedicine infrastructure development, remote consultations, emergency medicine and military exercises and involved partners in Sweden. Further developments were supported by funding from the Lithuanian State Science and Research Fund and evolved in two closely linked directions: technology development and clinical implementation. An example of synergy between clinical and technological expertise was implementation of the EU Eurostars-funded project NICDIT (2008-2011, JSC Stratelus, Kaunas University of Technology, Optomed OY Finland, and Lund University Sweden). Geography of international cooperation expanded to Nordic countries, Europe and as far as Brasil. Much of these activities were and are focused on ophthalmology, dermatology, ENT, cardiology, radiology.
Lithuanian Telemedicine Association is currently actively engaged in:
  • Development and improvement of the legislation in Lithuania to promote the use of telemedicine in daily health care.
  • Education and engagement of general practitioners in the use of telemedicine for providing specialist care.
  • Participation in development of reliable, high-quality, economical and telemedicine-ready diagnostic equipment for deployment with general practitioners in rural or remote areas.
  • Development of automatic image recognition and analysis software.
  • Development of an international remote diagnostics and consultation network helping to enable health care across borders in the European Union.

The Association is interested in cooperation and partnerships in these and other telemedicine-related areas.

Board Member Spotlight
Steve Normandin

Mr. Steven Normandin has over 25 years of management experience in various entrepreneurial ventures, with a primary focus on growing technology and service related businesses. Steve is currently the President of AMD Global Telemedicine and is well known for his lengthy tenure in the telemedicine space.

As was one of the founders of American Medical Development in 1991, Steve was named Vice President and Director in 1994. At that time Steve saw the enormous benefits telemedicine served for the healthcare industry and he led the company to focus on innovative uses of medical devices and technology for telemedicine applications. In 2006, Mr. Normandin directed a management buyout of the clinical business of AMD Telemedicine and formed AMD Global Telemedicine, where he became President.

Steve is an active member in telemedicine associations, organizations and societies around the globe and has presented at numerous telemedicine forums throughout North America, South America, Europe, Africa and Asia. His specific industry participation includes: Vice President and member of the Board of Directors at the International Society for Telemedicine and e-Health based out of Switzerland, member of the Executive Committee at the American Telemedicine Association Industry Council and member of the Board of Governors at Lowell General Hospital in Lowell, MA. Previously, Steve was a member of the Board of Directors at the Canadian Society of Telehealth, and the American Telemedicine Association, where he served as Chairman of the Industry Council. Steve also previously served on the AT&T Healthcare Executive Advisory Committee.

Acting as Chair for four years at the LGH TeamWalk for CancerCare, Steve was responsible for bringing in just under a million dollars per year to be used for direct patient care. In 2006, Steve was the first recipient of the annual "Industry Council Award for Leadership in the Advancement of Telemedicine" by the American Telemedicine Association. In 2011, Steve was elected into the American Telemedicine Association College of Fellows.

Before getting involved in telemedicine, Steve was founder and President of Communicore, Inc., a 24-hour call center service business until its sale to a national concern. He was also Vice President of Operations for Custom Sentry Alarms, Inc, one of the largest privately held electronic security companies in New England.

Steve presently serves on the Board of Directors at the Boys & Girls Club of Greater Lowell, the Merrimack Repertory Theater as well as Lazarus House Ministries, a service organization that provides food, shelter and services for those in dire need. Steve also served on the Executive Board of Directors at the Greater Lowell Chamber of Commerce and served as coach and board member for several Chelmsford area youth sports organizations.

Born in Lowell, Massachusetts USA in 1961, Steve attended Merrimack College in Andover, MA and received his BS in Business Administration in 1983. Steve and his wife Susan currently reside in Chelmsford, MA with their three children.

Prevention in the Americas

Under the sponsorship of the Millennia2025 Foundation Women and Innovation, PuF and Connecting Nurses, ePrevention in Latin America and the Caribbean, one of the projects currently highlighted in the Women Observatory for eHealth (WeObservatory), conducted a survey of healthcare workers (HCW) and health related personnel during an ePrevention session held in the Province of Cajamarca, Peru, in January 2014. The survey sought to collect data on the access to and use of information and communication technologies (ICT) among healthcare personnel in the Andean region-Bolivia, Colombia, Ecuador, Peru, and Venezuela-to assess the role ICTs currently play or could play in the near future in the provision of health information for prevention, rapid response, and emergency care in case of disaster. Telemedicine is a term encompassing all methods used to examine, investigate, monitor and treat, with the patient and doctor, physically located in different places, transferring the expertise. Unnecessary travelling of patients and escorts is eliminated. Image acquisition, storage, display, processing, and transfer, form the basis of telemedicine. Telepsychiatry Trials

For the past 3 years, I've been toying with the idea of conducting "remote/distant psychotherapy". Mainly because some patients of mine have had to travel more than 100km just to come see me. After attending the APA (American Psychiatric Association) annual meeting in New York during May this year, I was inspired by what my American colleagues were already doing, and with great success. Telepsychiatry is being used successfully in developed countries, and patients are benefiting from it. I searched the net for similar practices here in South Africa, and found the VTC which is being led by Dr Moretlo Molefi.

Now having tried out the Telepsychiatry in my own practice, on inpatients that I'm treating at Akasia Netcare Hospital, I found the experience to have been a great success. As I had explained the process to the patients verbally, and gave them an information leaflet, I found that they accepted the concept quite positively. The use of video teleconferencing is not a foreign concept in the business world. So in the correct environment and under appropriate supervision, the use of teleconferencing technology can definitely improve in service delivery in mental health.

Fostering Telemedicine Use

Fostering telemedicine use in Rh�ne-Alpes region, France: point of view from a public health medical resident.

 

In 2009, France was the first European country to adopt a specific legislation regarding telemedicine. A national telemedicine deployment strategy was then launched in 2011. In 2012, 331 projects were identified, with 7 projects in Rh�ne-Alpes region. In order to respect the legislation, telemedicine activities are subject to specific contracts signed by the health regional agency general director. These projects also have to be compliant with regional telemedicine programs. As a public health medical resident, I am currently doing a semester at the Rh�ne-Alpes regional health agency on the topic of telemedicine. I am part of the health information systems unit that is part of the regional health policy definition, implementation and evaluation department of the strategy direction. Thus, my work consists in implementing telemedicine policy in the region by fostering and promoting telemedicine medical activity. Click here to continue reading.
