Letter from the Executive Director
Dear Reader,
Welcome to this 11th edition of the Newsletter. This issue coincides with our annual fixed event, Med-e-Tel. Of the more than twenty thousand readers of this Newsletter fewer than one thousand will have the opportunity to attend this event. So, let me support your vicarious engagement with Med-e-Tel, by sharing with you my welcome message to the participants.

Dear Participant,
Welcome to this 12th edition of Med-e-Tel. I have had the privilege of attending every Med-e-Tel since its inception in 2002, and I never cease to be amazed at how much I get out of my participation each year, in terms of the three main promises that the event offers - education, networking and business. I am greatly encouraged that each year we get closer to the dream of "weaving eHealth into the fabric of the health system" in countries around the globe. For this and other reasons, Med-e-Tel remains, to my mind, a mainstay of our ISfTeH event calendar.
Here is some of what we have in store for you this time. The opening ceremony will have our traditional partners: the Government of Luxembourg, represented this year by the Minister of Social Security as well as a senior official of the Ministry of Health. Our collaboration with the World Health Organization (WHO), where the ISfTeH is an NGO in official relations, continues to grow. WHO will be represented at Med-e-Tel by the Coordinator of the Organization's ePORTUGUESe Program.
This year, Med-e-Tel unveils a new collaboration, with the Luxembourg Government's "Agence eSant�" (National eHealth Agency), who have organized two special round table sessions, and put together a Luxembourg pavilion in the Exhibition area to welcome you. In the same vein, a formal cooperation agreement in the form of a Memorandum of Understanding (MoU) will be signed to herald the ISfTeH's joint work with the International Council of Nurses (ICN), and also with the Diplomatic Council (DC).
Continuing the innovation from last year, a special session on women titled " Women, eHealth and Telemedicine at All Ages of Life: From Birth to Old Age" is presented by the Women Observatory for eHealth (WeObservatory) and the ISfTeH Working Group on Women (WoW). The session is a collaboration with "Connecting Nurses" and "Connecting Midwives", with support from Sanofi.
Two EU consortia (RECAP and eMedic) will be actively engaged in the conference program, focusing on intelligent decision support systems for chronic disease management. They will also discuss telemedicine (teleconsultation/telemonitoring) initiatives in Baltic Sea region. The European Junior Doctors are also back in force with their special session.
I have often called evidence on eHealth, or the business case for eHealth, the Higgs Boson[1] of our area of endeavor. We know it is out there - all the theories and some of the practice indicate that it exists. We just cannot seem to definitively identify it. Well, the session on eHealth Economics, initiated last year, will continue this year and just might bring us a little closer to that body of evidence. And if you feel that your knowledge and skills need a little honing, there will be a session on Education/Training/Skills Development. A good number of these sessions are getting excellent responses in terms of preregistration. So, mark your Med-e-Tel agenda and come early to ensure you get a seat.
It is heartwarming to know that there will be representations from at least ten ISfTeH national member associations. And many other categories of ISfTeH members will be there as well. In total we expect to have some 400-600 participants from 50-60 countries again this year in Luxembourg.
In a short message like this, it is impossible to cover all the numerous knowledge-sharing sessions and networking opportunities, which the event will offer. So, it is understood that the few I have highlighted above are a microcosm of the thematic breadth of what Med-e-Tel will cover this year.
All in all, a very full calendar is planned for you. So, participate actively and share freely. I can think of nothing more appropriate than to paraphrase Thomas Jefferson, "Knowledge is like a candle. Even as it lights a new candle, the strength of the original flame is not diminished." But together the two will shine brighter. Let us all help trace a brighter future for Telemedicine and eHealth in the service of people around the globe.

As already published, EJD signed a memorandum of understanding with ISfTeH and co-chaired the JD session inMed-e-Tel 2013. EJD has also started a series of survey on eHealth. The first of these surveys has been presented in the opening session of Med-e-Tel 2013, showing the fundamental role that literature confers to new generations (junior doctors and medical students) in spreading eHealth knowledge and contributing to the developing of eHealth systems. This year the EJD eHealth working group has designed in collaboration with the EMSA eHealth Working Group a second eHealth survey underpinning the following points: usability, medical education and medical career. These stable cooperations with EMO's have been promoted by the work of the ISfTeH JD Working Group. Dr. Marco Capizzi, the ISfTeH JD WG coordinator has recently started a web project connected to the ISfTeH group in order to:
- develop the importance of the ISfTeH WG and the participation of JDs in the Med-e-Tel annual congress.
- contributing in the development of a WHO project

The Med-e-Tel 2014 conference will take place on 9-11 April 2014 in Luxembourg. Med-e-Tel is the annual event of the International Society for Telemedicine & eHealth.
The Med-e-Tel event is an important tool to realize the ISfTeH's mission of sharing practical experience and knowledge and forming new partnerships and collaborations among telemedicine/eHealth stakeholders from around the world. Med-e-Tel brings people face-to-face and enhances the exchange of experience/information. Med-e-Tel is attended yearly by about 500 participants from some 40-50 countries worldwide.
The Med-e-Tel website contains preliminary details about the event and will gradually be updated in the coming months. Presentations from all previous events can also still be found in the Med-e-Tel Knowledge Resource center. The Med-e-Tel 2014 conference topics will include Telehealth for Chronic Disease Management, Telehealth Service Standards, Telenursing, eLearning, Open Source Software in Healthcare, eHealth in Low Resource Settings and Developing Countries, and much more. The Med-e-Tel 2014 exhibition will feature Telemedicine and eHealth products and solutions from leading companies and providers.

19th ISfTeH International Conference - 5th Carrefour de la Telesante

Every year, the ISfTeH co-organizes its annual International Conference linked with an event organized by one of its National Members worldwide. After Abuja (Nigeria) in 2012 and Takamatsu (Japan) in 2013, it will Paris (France) on October 16th-17th, 2014. The CATEL (Club of the Actors of Telehealth), ISfTeH National Member since 2006, has organized the "CARREFOUR de la TELESANTE" for the past 4 years, an event gathering 300 to 350 participants, coming from all the components of the telemedicine and telehealth field: institutional, healthcare professionals, providers, researchers, software designers, patients, academics. Therefore, it is with pride that the CATEL has accepted to host the 19th ISfTeH International Conference in conjunction with the 5th CARREFOUR. The conference will take place in the prestigious venue of the City of Science and Industry in Paris. These are the themes that will be developed in the various sessions:
- "What legislation and regulation have been adopted?"
- "How efficient is telemedicine according to evaluating countries?"
- "Which methodologies to support eHealth projects?"
- "What international collaborations are supported through telemedicine?"
- "New tools and services for eHealth: what contribution to economic development in investing nations?"
- "Is there meaningful eHealth exchange between developed and developing nations?"
- "What eHealth success stories are there worldwide?"
Each session, with French/English simultaneous translation, will be co-chaired by a French representative and an International representative. In a few days, a website will be officially opened on where you will find the conditions of participation and also the call for abstracts. Please consider participating and sharing your experiences in the field of telemedicine and telehealth in your country or part of the world. Apollo Telemedicine Networking Foundation

We are happy to welcome Apollo Telemedicine as our new institutional member. Apollo Telemedicine includes Apollo Telemedicine Networking Foundation, a Not-for-Profit Foundation which kick started formal clinical telemedicine for the first time in South Asia when Bill Clinton, the then-President of the USA, commissioned the world's first VSAT enabled telemedicine unit in a village hospital on March 24th, 2000. Along with the recently constituted commercial arm Apollo Telehealth Services, Apollo Telemedicine is today the largest and oldest multi-speciality telemedicine network in South Asia. The 80,000 teleconsults in 25 different specialties achieved in the last 14 years from its 125 centres (including 15 overseas) is now poised for a quantum leap. A few months ago DEITY (Dept of Electronics & Information Technology Govt of India) entrusted Apollo with the major task of providing a revenue generating sustainable health care model for its 100,000 internet enabled Common Service centres. Apollo Telemedicine is part of the Apollo Hospitals Group, Asia's largest healthcare provider. Ms Sangita Reddy, Executive Director of the Group oversees the IT and Telemedicine initiatives and has made substantial contributions in policy decisions at a national and global level. Prof. K. Ganapathy, Founder/President of ATNF, Director ATHS and a past President of the Telemedicine Society of India and the Neurological Society of India is a well known champion and evangelist for telehealth. Vikram Thaploo, CEO of ATHS, is spearheading the operational details to make the vision of a thousand Apollo telemedicine centres a reality very soon.

Distance Medical Education: Produce and Publish your own Lectures on
the Web
A Workshop about publishing and producing lectures on the web will be held
during the Med-e-Tel congress in Luxembourg on Friday, 11th April, at 9:00a.m. in conference room no. 5. The workshop will be held by Anna E. Schmaus-Klughammer (from Klughammer, Germany), member of the ISfTeH Working Group on Women (WoW).

TeleNursing
"TeleNrsCare" is a new network that has been launched in Poland that aims to integrate care for elderly and chronically ill people. The project will be implemented by the Medical University of Lodz (MUL) (Division of Nursing) in cooperation with the University of Iceland in Reykjavik. The main objective of the project is to create a network for the exchange of knowledge, technology, experience and best practices with the intent to create a reference center for cross-border telenursing. The goal of the project is to improve access and nursing care quality. The MUL will host a conference on telecare for the elderly and chronically ill and there will be leader training for six Polish nurses in Iceland. Workshops will be used to build care plans for elderly and chronically ill people, using the International Classification for Nursing Practice diagnoses and interventions.
